(Baonghean.vn) - State Auditor General Ho Duc Phoc said that the merger of villages and hamlets needs to be linked to the roadmap for new rural development. Localities need to be highly determined; cadres and party members need to be consistent in their awareness of the necessity, importance, and benefits of merging and perfecting villages and hamlets.

Merging villages and hamlets requires flexibility

Speaking to the National Assembly, voter Ta Quang Phuong, Tho Moi hamlet, Nam Cat commune, Nam Dan district, proposed: To implement the policy of merging hamlets, Nam Cat commune must merge 3 hamlets into 1 hamlet. The problem is that in the process of building new rural areas, people invest in building infrastructure, if the merger is implemented, it will be a waste of material facilities and cultural institutions in the hamlets.

Voter Doan Quang Vinh, Tho Moi hamlet, said that hamlet cadres are the ones who directly contact the people, the difficulty when merging hamlets is choosing the team of hamlet cadres.

"It is recommended that there should be flexibility in streamlining staff, merging hamlets and communes in accordance with the characteristics of the local region, as well as paying attention to the allowance regime for hamlet officials after the merger" - Mr. Vinh proposed.

Clarifying voters' concerns in implementing the policy of merging villages and hamlets, State Auditor General Ho Duc Phoc affirmed that this is a policy of the Party and the State. Therefore, Nam Dan district and Nam Cat commune need to direct the political system to be highly determined; cadres and party members must be consistent in their awareness of the purpose, necessity, importance and benefits of merging and perfecting villages and hamlets. The merging of villages and hamlets needs to be associated with the roadmap for building new rural areas.

Regarding the voters' proposal to increase allowances for village cadres after the merger, according to the State Auditor General, in difficult conditions, increasing allowances for grassroots cadres is very difficult. Taking into account the voters' opinions, the Provincial National Assembly Delegation will make recommendations to competent authorities.

Building a model new rural commune

One of the contents that many voters recommended to the National Assembly Deputies was the roadmap to build Nam Cat commune to meet the model new rural standards.

"Nam Cat is one of the top communes recognized as meeting new rural standards in Nam Dan district. In the process of building new rural areas, Nam Cat has mobilized people's resources. As a purely agricultural commune with unsynchronized infrastructure, to improve the criteria, the people in the commune hope that the State will attract investment projects to create a premise for the commune to build a model new rural area" - Mr. Hoang Dinh Thang - Chairman of the Veterans Association of Nam Cat commune proposed.

Voter Hoang Van Hoa, Dong Cham commune (Nam Cat) expressed that recently the Central Government has stepped up the fight against corruption and negativity. However, voters are concerned about cheating cases in exams. Along with handling relevant authorities, it is suggested that the State should take measures to handle parents whose children cheated in recent exams.

Regarding this issue, the State Auditor General said: The Government assigned the Ministry of Public Security to investigate and clarify; if there is evidence, the bribe giver and bribe receiver will be prosecuted.

Responding to voters' petitions on building a model new rural commune, Vice Chairman of Nam Dan District People's Committee Nguyen Hong Son said: Nam Dan District is implementing Decision No. 17 of the Government on building a model new rural district.

"The district allocates priority budget to support communes to reach the model new rural area finish line. Along with the support of the State, localities mobilize resources contributed by the people to continue investing in infrastructure construction, improving criteria to achieve the model new rural area" - Vice Chairman of Nam Dan District People's Committee said.

Nam Cat Commune, Nam Dan District has an area of ​​680 hectares, 1,640 households, 6,400 people, distributed in 12 hamlets; the Party Committee has 340 members. In 2018, the average income of the commune reached 39 million/person/year; the poverty rate was 1.7%. As one of the top communes in the district meeting the New Rural standards (2014), Nam Cat is currently 1 of 3 communes selected by Nam Dan to build a model New Rural commune in 2020.

Regarding voters' recommendations on health insurance fund payment, auction, land use rights exchange, policies for people with revolutionary contributions, output for agricultural products, degraded Provincial Road 539,... State Auditor General Ho Duc Phoc and leaders of Nam Dan district answered and clarified.

At the same time, voters' recommendations will be received by the Provincial BBQH Delegation, synthesized and submitted to competent agencies, departments and branches for resolution as well as forwarded to the National Assembly forums.
