Inspector General: Complaints and denunciations are complicated

On the afternoon of November 7, the National Assembly listened to reports on the results of monitoring the settlement of citizens' complaints and denunciations, and discussed this content in the hall.

This is the first time the National Assembly's working session on this content has been broadcast live on radio and television.

Government Inspector General Le Minh Khai said that in 2017, the situation of citizens' complaints and denunciations decreased compared to 2016. Specifically, the number of citizens coming to state administrative agencies to make complaints, denunciations, recommendations, and reflections decreased by 8.5%; the total number of petitions decreased by 8.9%; the total number of cases under the jurisdiction of state administrative agencies decreased by 14.8%.

However, according to Mr. Khai, the number of large groups increased by 10.2% compared to 2016. The situation of complaints and denunciations from citizens has decreased but is still complicated and fierce.

"Complicated and crowded complaints and denunciations are mainly in the land sector," said the Inspector General.

Regarding the settlement of pending, complicated, and prolonged complaints, Mr. Khai said that state administrative agencies have basically completed the review and settlement of 528 cases. Currently, 15 localities have reported that there are no more complicated, prolonged cases.

"Through the incident that occurred in Dong Tam commune, My Duc district, Hanoi, the Government Inspectorate coordinated with ministries, branches and localities to make a list, classify and clearly define the authority to advise and direct the handling and resolution of 463 cases of mass and complicated complaints and denunciations," said Mr. Khai.

Examining the above content, Chairman of the Law Committee Nguyen Khac Dinh said that the Government's report did not have in-depth analysis of the situation of complaints and denunciations in 2017, especially regarding the large fluctuations in data compared to the results of previous years.

In addition, the Government also lacks analysis of the nature of some urgent and prominent complaints and denunciations that have received public attention.

According to Mr. Dinh, the Law Committee agrees with the assessment that the main cause of complaints and denunciations is the lack of consistency in compensation and support policies when the State reclaims land to implement socio-economic development projects; shortcomings and weaknesses in state management in a number of areas; limited capacity, qualifications, and sense of responsibility of officials and civil servants in performing public duties...

"The situation of complaints and denunciations in the coming time may become complicated and difficult to predict, especially in the fields of land, environment, agriculture, construction investment, transportation...", Mr. Dinh said.
