Earlier, at 10:30 a.m. on May 23, a welcoming ceremony for President Barack Obama took place at the Presidential Palace. After the welcoming ceremony, he held talks with President Tran Dai Quang. The two leaders witnessed the signing of many important documents. Before going to the National Convention Center for a press conference, the US leader visited President Ho Chi Minh's stilt house and fed the fish.
At the press conference, Mr. Obama announced that the US would completely lift the arms embargo on Vietnam. He then attended a reception at noon. In the afternoon of the same day, he held talks with Prime Minister Nguyen Xuan Phuc and met with General Secretary Nguyen Phu Trong.
