People who complete their tasks well or excellently will have their income increased 0.6 times this year, and by 2020 it will increase 1.8 times.

On November 9, at the conference to implement the Decision of the Ho Chi Minh City People's Committee onAuthorize and pay additional income to officials and civil servants(according to Resolution 54 of the National Assembly), Director of the Department of Finance Phan Thi Thang said that the total budget for this is about 3,200 billion VND.

Of which, the district block is 1,980 billion VND, the rest is the administrative and public service block of the city. This figure is only calculated for this year, it is estimated that in 2019 it will be 7,236 billion VND. The money is taken from the following sources: salary reform from the previous year; salary reform deducted from annual retained revenue; district and city budgets...

According to the Resolution of the City People's Council issued in March, outstanding officials will be given a maximum increase of 0.6 times the current spending level. Next year it will be 1.2 times and 1.8 times in 2020. The additional income spending will be calculated from the second quarter of this year.

3,200 billion VND is only the estimated figure given by the Department of Finance, because there are 13 units and districts that have not submitted their estimates to the department. Currently, the total number of cadres, civil servants and public employees in the city is about 130,000 people, not including non-professional cadres in wards, communes and towns.

"The evaluation is based on basic criteria, depending on the conditions and characteristics of the job, but is carried out on the principle of assigning specific tasks and specific evaluations. Therefore, managers should not assign general tasks," said Mr. Lam.

Ho Chi Minh City civil servants have twice the productivity of other provinces and cities.

Speaking at the conference, Secretary of the City Party Committee Nguyen Thien Nhan said that due to the city's large population, each civil servant must serve 700 people (the national average is 350), so the work of the cadres is a lot.

"The implementation of the additional income project is a motivation for officials and civil servants to serve people and businesses better," Mr. Nhan said, suggesting that the implementation of this project will be summarized by the end of the first quarter of 2019.

The purpose of delegation is to help people better fulfill their legal rights, and businesses operate more conveniently and effectively. "Departments and branches should proactively implement a handbook to guide delegated tasks, so that officials can grasp them when handling work," the Secretary of the Ho Chi Minh City Party Committee suggested.

Requiring units to prepare human resources and provide training to meet assigned tasks, Standing Vice Chairman of the City People's Committee Le Thanh Liem affirmed that this is a very heavy responsibility but the departments and branches must do it so that the city leaders can focus on other work. He noted that the evaluation of cadres must be very accurate, otherwise it will cause a situation of comparison, being on the same page but not satisfied.

"The head of any unit that causes bad public opinion must be responsible before the Chairman of the City People's Committee," Mr. Liem emphasized.

Statistics from 2013 to 2017 show that Ho Chi Minh City's labor productivity is 2.7 times higher than the national average; the service productivity of cadres, civil servants and public employees is 1.5 times higher. However, the total income of Ho Chi Minh City's civil servants is being applied as the whole country - not commensurate, not meeting the actual cost of living in the city.
