This document stipulates that men's work attire should be dress pants and shirts, women's dress pants, skirts at least knee-length, shirts with sleeves, suits, and traditional long dresses.

Accordingly, civil servants are not allowed to wear jeans and t-shirts during working hours, except when participating in activities and events of the agency or unit.

Civil servants must have a serious working style, a polite attitude, and respect for the person they communicate with. They must use clear and coherent language, not use swearing, slang, or shouting, and must not speak or provide information or documents without proper authority.

According to this rule, civil servants do not use beer, wine, or alcoholic beverages during working hours, lunch breaks, or on-duty days, and do not smoke within the premises of the agency headquarters, offices, meeting rooms, and halls.

The rule prohibits public officials from gambling or engaging in vices or other acts contrary to the law in any form.

Furthermore, during working hours, civil servants in Ho Chi Minh City are not allowed to wear headphones, turn on music, listen to music, play video games, or use personal entertainment devices.

Civil servants are also not allowed to access websites with content unrelated to performing their duties and public service, and are not allowed to worship in the office or engage in superstitious activities.

When communicating by phone, civil servants must state their name, title, position, and agency, must not be impolite, irritable, speak vaguely, or hang up the phone abruptly.

In family relations, do not organize weddings, funerals, longevity celebrations, birthdays, housewarmings, promotions and other activities of yourself and your family that are lavish, wasteful, or for personal gain.

Do not illegally interfere in the activities of agencies, organizations and individuals at the place of residence.

Do not take advantage of position, power, or impersonation to gain prestige when participating in social activities...

This code selectively incorporates the codes of conduct of central ministries, provinces and cities nationwide and the experiences of countries with advanced civil service systems in the region and the world.

This regulation will apply to civil servants and employees working in administrative agencies and public service units in Ho Chi Minh City in the performance of duties, public service, and in social relations.

This code of conduct does not apply to party agencies, fronts, unions, and state-owned enterprises.

The Ho Chi Minh City Department of Home Affairs also proposed to establish a team to inspect the implementation of this rule. When detecting acts or signs of violations, they will conduct an inspection, make a record, and record audio and video as evidence.

If violations are detected, the inspection team will recommend that the civil servant's Chief handle them according to his/her authority.
