(Baonghean.vn) - The above information was announced by Vinh City People's Committee during the Provincial People's Council's supervision of the management and implementation of a number of urban land projects on the afternoon of September 18.
Comrade Hoang Viet Duong - Vice Chairman of the Provincial People's Council chaired the meeting. Also attending were Comrade Phan Duc Dong - Member of the Provincial Party Standing Committee, Head of the Provincial Party Committee's Internal Affairs Committee, Head of the Provincial People's Council's Legal Committee; representatives of the Provincial Fatherland Front Committee and members.

Currently, in Vinh city, there are 100 investment projects in the field of urban areas, housing areas and apartments; with about 45,000 villas, townhouses and apartments.
Urban and apartment projects have contributed to improving urban architecture and landscape; basically meeting the housing needs and urgency of the city's residents; gradually building the image of a modern and civilized Vinh city.
Also according to the report of Vinh City People's Committee, up to this point, the whole city has 1,767/7,808 land lots built for housing in 67 projects of townhouses and villas, accounting for 22.63%.
Of the 1,767 built lots, the City People's Committee has received 1,340 applications from 40 projects and has issued 1,093 certificates of ownership to transferees, reaching a rate of 81.6%.
At the meeting, members of the monitoring delegation raised a number of issues related to urban development planning management in the city.
Ms. Thai Thi An Chung - Deputy Head of the Legal Department of the Provincial People's Council, said: Vinh City is not taking responsibility for the shortcomings and limitations in urban development planning in the city.
The Deputy Head of the Provincial People's Council's Legal Department, for example, in assessing the existing problems and difficulties, the city affirmed that in terms of investment scale, the projects are mainly small in area; most of them are low-rise housing; or independent apartments, some projects are interspersed in residential areas, lacking social infrastructure and accompanying public services.

Also concerned about the city's responsibility in urban development planning in Vinh city, Ms. Nguyen Thi Lan - Deputy Head of the Culture - Social Committee, Provincial People's Council, stated: The city has pointed out 8 shortcomings and limitations in urban development planning management; including contents under the city's assigned authority, but when determining the causes of limitations, they are mainly objective and do not include the city's subjective causes.
The Deputy Head of the Department of Culture and Society said that one of the identified reasons is that there are no regulations for managing urban planning and landscape architecture.

At the meeting, members of the Provincial People's Council's monitoring delegation also requested the City People's Committee to clarify many issues related to unfinished projects, slow-progress projects, "suspended" projects and proposed revocations; and the number of projects adjusted many times.

Besides acknowledging many shortcomings and limitations in the management and implementation of urban projects in the area as well as the city's responsibilities, Mr. Le Sy Chien - Vice Chairman of the City People's Committee also shared some difficulties and obstacles in implementing the authority and responsibilities in this field.
For example, the inspection and examination of projects under the authority of provinces and cities only inspects and examines urban order management work.
Concluding the meeting, on the basis of pointing out a number of limitations and shortcomings in the management work under the authority of the city, comrade Hoang Viet Duong - Vice Chairman of the Provincial People's Council requested the city to strengthen coordination with provincial departments, wards and communes to ensure synchronization in the management and implementation of urban land projects in the area.
The Vice Chairman of the Provincial People's Council also suggested that the city should inspect and count projects that are behind schedule or not implemented to propose revocation according to regulations, avoid favoritism so that investors wait for prices, or wait to find partners to transfer prices... At the same time, he also suggested that the city should be proactive and propose the province to handle and put into management the recovered projects, avoid wasting land resources; review and revoke projects that have not fulfilled financial obligations, projects that have not complied with regulations to propose solutions and measures...
