Vinh City opens Smart Urban Operations Center
(Baonghean.vn) - In order to realize the Project and roadmap to build Vinh into a smart city, on the morning of May 17, Vinh City People's Committee organized the opening ceremony of the Smart City Operations Center.
Attending the opening ceremony were comrades: Le Ngoc Hoa - Vice Chairman of the Provincial People's Committee; Major General Nguyen Thanh Nam - Deputy General Director of Viettel Group; Phan Duc Dong - Member of the Provincial Party Standing Committee, Secretary of Vinh City Party Committee.
Also attending were representatives of provincial departments, agencies and branches.Vinh City leaders and representatives of wards and communes in the area.

Operations Centersmart cityVinh City is the first step in the digital transformation process ofVinh cityIt is necessary to simultaneously deploy 9 subsystems, which are the platform monitoring services of the Smart Operation Center; security monitoring system; traffic monitoring system; scene reflection system; press and media information monitoring system; information security monitoring and security system; data analysis and socio-economic information reporting system; and integrated data systems of the Education and Health sectors.

Under this system, people's on-site reflections on inadequacies in social life and urban management can be made using smartphones and sent via social networks and the center's website; those reflections and images will be processed by the authorities.
Currently, the entire city has 43 agencies handling online feedback from citizens through the operation center, including 100% of specialized agencies and 100% of wards and communes in the city.

Speaking at the opening ceremony, Mr. Tran Ngoc Tu - Chairman of Vinh City People's Committee affirmed: The opening of the Operation Center, which is considered as a digital brain, is the first step in building a smart city. Vinh City is one of the three priority breakthroughs of the city in this term.
This initial result has opened up an optimistic view of the operating model, promoting the development of smart cities in the future. Smart cities need to take people and businesses as the center; if people and businesses actively participate and interact with the system, the feasibility of the program will increase.

As a solution implementation unit, representativeViettel Groupintroduced the utilities and 9 subsystems of the operating system in Vinh, an advantage compared to the 18 operating centers that Viettel has consulted and sponsored. In the next phase, Viettel commits to always accompany the city, maximally applying new digital technology platforms, improving the system's operational efficiency, ensuring connectivity, uniform integration with other infrastructures and maximum information security and safety.

In his speech, Mr. Le Ngoc Hoa - Vice Chairman of the Provincial People's Committee emphasized: The event of Vinh City opening the Smart Urban Operation Center demonstrates the determination of Vinh province and city indigital transformation, digitizing socio-economic information, urban management. After a period of preparation efforts, the city has taken the first steps to increase information transparency, apply information technology to administrative procedure reform, and handle feedback and recommendations from people and businesses.

In the coming time, for the Urban Operation Center to be effective, Vinh city needs to focus on and take advantage of the province's special mechanism to invest in this model; the sponsor and consultant Viettel will continue to support the province and the city to operate the center effectively in the coming time; this is just the beginning, so the implementation of the following subsystems to promote effectiveness in practice is extremely important. The city needs to quickly coordinate with the Department of Information and Communications to develop the Center's operating regulations.

It is known that Vinh City is the first urban area in Nghe An to deploy the Smart Urban Operations Center model. It is expected that from now until 2025, from the Smart Urban Operations Center system, Vinh City will deploy many more subsystems with utilities for life and urban management such as synchronous investment in traffic security camera system; one-stop public service monitoring system; urban planning and management system, land, environmental monitoring system.../.
