(Baonghean.vn) - On the morning of July 1st, the first day of implementing Plan No. 69 of the National Traffic Safety Committee, which aims to penalize people riding motorcycles, motorbikes, and electric bicycles without helmets or wearing helmets incorrectly, or wearing helmets that are not helmets as stipulated in Decree No. 171/2013/ND-CP.
Observations along the streets of Vinh City show that many people still brazenly wear substandard helmets; many stalls selling helmets around the Vinh Market intersection, Cua Bac Market, etc., still openly display and offer low-quality helmets, despite being aware of the authorities' crackdown on fake and substandard helmets through the media.
