Vinh City attracts high quality human resources

Vinh City will 'handle' transferred cadres who do not complete their tasks at the grassroots level
(Baonghean) - To prepare the next generation of cadres, Vinh City has sent cadres who are assessed to have capacity to the grassroots for training.
PV:Dear comrade, it is known that recently, Vinh city has focused on leadership, improving the quality of staff, civil servants and public employees, and streamlining the payroll? Could you please tell us specifically about the results of streamlining the payroll?
Comrade Ho Sy Tan:Over the past years, the Party Committee and government of Vinh city have always paid close attention to directing the improvement of the quality of cadres, civil servants and public employees.
Vinh City People's Committee has 12 specialized departments, 25 ward and commune units, 13 affiliated public service units and 79 educational service units with a total of 3,394 cadres, civil servants and public employees.
Regarding professional qualifications, Vinh City currently has 3,012 civil servants and public employees with university degrees or higher, accounting for 88.7%, of which 277 people have post-graduate degrees. Vinh City is currently the district-level unit with the highest quality of cadres, civil servants and public employees in the province.
Implementing Resolution 39 of the Politburo and the Administrative Reform Program of the Vinh City People's Committee, in the past year, the Party Committee of the Vinh City People's Committee has focused on leading and directing specialized departments to review the functions, tasks, job position lists and the structure of civil servant and public employee ranks of specialized departments of the City People's Committee, People's Committees of wards and communes and affiliated public service units, directing the development of job position projects of each unit to advise the Vinh City People's Committee to submit to competent authorities for approval.
As a result, from 2015 to present, Vinh City has focused on streamlining the payroll according to Decree 108 and Decree 26 of the Government with a total of 138 cadres, civil servants and public employees. In 2017, 72 civil servants and public employees were streamlined.
Specifically, the staffing assigned in 2015, the Vinh City People's Committee was assigned 157 staffing positions, now there are 148 people left; the Ward and Commune People's Committees were assigned 581 cadres and civil servants, now there are 509 cadres and civil servants left; the public service units (excluding educational services) were assigned 139 staffing positions, now there are only 128 people left.
Thanks to the strong leadership and direction, the Vinh City People's Committee and its affiliated units still have many unfilled positions for the City Party Committee to arrange for the vice chairmen of wards and communes after the election of People's Councils and People's Committees at all levels according to the Law on Local Government 2015 to work at the specialized departments of the City People's Committee and its affiliated units.

PV:So, along with streamlining the payroll, how has the Vinh City People's Committee implemented the restructuring of the staff, civil servants, and public employees, and the recruitment work to improve the quality of the staff?
Comrade Ho Sy Tan:This is an issue that Vinh City People's Committee pays special attention to, especially in resolving policies for workers. Accordingly, the Party Committee directs and advises the City People's Committee to focus on resolving the issue of indefinite-term contract teachers at primary level who meet the standards for being on the payroll.
Up to now, there is no longer a situation of contract cultural teachers at schools under the management of the city; receiving and resolving all preschool teachers who have been contracted according to regulations at semi-public schools to transfer to public schools to be on the payroll.
Along with that, recruitment work has positive innovations in the direction of the city's leaders: Requirements on the quality of recruited people must truly come from the structure of job titles and positions of each unit and the requirements of the city's tasks.
Newly recruited civil servants and public employees must meet or exceed standards; ensure compliance with the provisions of the Law on Cadres and Civil Servants; the Law on Public Employees and regulations on assignment and decentralization of management of the apparatus and cadres, civil servants and public employees of the state are decisive factors in the operation of a civil service, decisive for the completion of tasks of each agency, organization, individual and the sustainable socio-economic development of the city.
Therefore, recruiting highly qualified officials, civil servants and public employees, in accordance with the structure, job titles and positions, will certainly ensure that the civil service operates effectively and efficiently. Therefore, in addition to the regulations of the superiors, in recent years, the Vinh City People's Committee has directed to improve recruitment standards, with the policy of attracting high-quality human resources to the city.

The implementation process has achieved remarkable results. From 2015 to present, the city has attracted 143 excellent graduates, masters, and provincial-level excellent teachers to work at units under the city.
After being recruited, civil servants and public employees are arranged and assigned appropriately, in accordance with their abilities, strengths, and trained professions. In addition, the city annually reviews the standards and quality of its civil servants and public employees, selecting and recommending qualified, well-developed, and promising individuals for leadership and management positions.
In general, the structure and quality of the staff of civil servants and public employees from the city to the affiliated units have changed positively in terms of expertise, profession, political theory and state management capacity. This is the result of streamlining the payroll, restructuring the staff of civil servants and public employees, and promoting the effectiveness of administrative reform in the city.
PV:To achieve the plan set by Vinh City to achieve and exceed the target of reducing 10% of the payroll by 2020, what tasks does the city need to focus on, comrade?
Comrade Ho Sy Tan:To promote administrative reform, streamline the payroll, restructure the staff, civil servants, and public employees, and improve the quality of the staff, in the coming time, Vinh City will continue to direct, build, supplement, and perfect the structure, job titles, and positions of staff and public employees in units to have a reasonable and effective arrangement.
Along with that, it is necessary to do a good job of managing the payroll in conjunction with actively streamlining the payroll according to Decree 39 of the Politburo on streamlining the payroll and restructuring the team of cadres, civil servants and public employees; continue to effectively implement Decree No. 108 of the Government on streamlining the payroll.
In my opinion, Vinh City is the economic and cultural center of the whole province, with a high level of education, conditions for job creation, and attracting high-quality human resources will be more favorable than districts and towns in the province.
This is an opportunity to select qualified people for the city and an advantage to improve the quality of the staff, civil servants and public employees. Therefore, the city needs to continue to exploit and attract high-quality human resources to work in the city.
Along with that, we should pay attention to training and planning for high-quality civil servants and public employees, encourage and motivate them, and create favorable conditions in terms of time and material for young civil servants and public employees to study and improve their professional qualifications, expertise, and political theory.
I think that an equally important solution is to strengthen the evaluation, management and supervision of cadres, civil servants and public employees; and to promote the role and responsibility of Party committees and heads of units - those who directly employ civil servants and public employees.
