(Baonghean.vn) - At the 7th session, Vinh City People's Council questioned and clarified 19 projects and works that were behind schedule and caused environmental pollution at 13 lakes and canals in the city, affecting urban development as well as people's lives.

Delegate Tran Anh Tan (Chairman of Hung Dong Commune People's Committee) said that Nghi Kim - Nghi Van drainage ditch plays an important role in drainage in the wards and communes of Quan Bau, Dong Vinh, and Hung Dong.

However, after 11 years of construction, this project is still unfinished, leading to localized flooding in some areas when it rains. In particular, two heavy rains in 2022 caused a total loss of production for people in Hung Dong commune. Delegate Tran Anh Tan proposed that the city remove difficulties and restart construction of this project.

Explaining and answering questions about the contents mentioned by the delegates, comrade Nguyen Sy Dieu - Vice Chairman of Vinh City People's Committee and representatives of the Department of Finance - Planning, City Project Management Board said that currently in the city there are 19 projects and works behind schedule.

The main reason for the slow progress is that the compensation and site clearance work has encountered many difficulties. In addition to the inadequate compensation policy, the direction has also lacked determination in removing and handling obstacles.

Some projects and works invested by wards and communes lack initiative in researching and fully understanding the investment implementation process, and are mainly "delegated" to consulting units, leading to the quality of investment procedure documents having to be adjusted many times, even when starting construction, the site has not been cleared or has to be adjusted when implementing the project.

On the other hand, the selected contractor is limited in financial capacity and lacks means and machinery, so the construction process is slow and prolonged, such as the Le Ninh road project, Nghi Kim - Nghi Van drainage ditch...

The leaders of Vinh City People's Committee also clarified the plan to handle each project that is behind schedule, emphasizing that the city will impose sanctions on consulting and construction units that do not meet the committed progress and quality requirements; resolutely replace or no longer select units that are not capable of implementation.

The city will also clarify the responsibilities of investors, city departments and professional offices in handling difficulties, problems and issues in each project, especially site clearance and resettlement...

Inadequacies in management and treatment of pollution in lakes and canals

Questioning the management and treatment of environmental pollution at lakes and canals in the city, 4 delegates of the City People's Council directly questioned the assignment, decentralization of management and measures to handle and overcome environmental pollution at lakes and canals in the city at present and to handle pollution when incidents occur.

In addition to the environment in large lakes and canals, the City People's Council delegates also raised the issue of managing and handling environmental pollution in ponds and lakes mixed in residential areas; overcoming the situation of slaughtering livestock in residential areas causing environmental pollution.

Explaining and answering questions from the City People's Council delegates on this content, comrade Tran Quang Lam - Vice Chairman of Vinh City People's Committee clarified that in Vinh City, there are currently 13 large lakes and canals; management is decentralized into 2 groups, 1 by enterprises and 1 by the State.

For the 3 lakes managed by enterprises, there are 2 existing problems and limitations; of which, it is worth noting that since their formation and operation, no dredging has been organized, including Central Park, Vinh Tan Lake, and Vinh Tan New Urban Area Lake.

For 10 lakes and canals managed by the state, there are 3 problems and limitations; in which, investment, renovation, upgrading of degraded infrastructure; collection, treatment of wastewater, environmental treatment, periodic dredging have not received attention. The situation of wastewater flowing into the lakes is still happening, causing environmental pollution, especially Thanh Co Lake.

The Vice Chairman of Vinh City People's Committee also proposed 7 general solutions and 5 specific solutions to overcome environmental pollution for each group of lakes and canals managed by enterprises and the State.

In particular, the city will study to assign responsibility for managing lakes and dams in the area comprehensively, overcoming the situation of only managing some contents related to technical infrastructure, water regulation and drainage as before; at the same time, there will be environmental treatment plans for each lake and canal, such as the possibility of applying the irrigation of Thanh Co Lake.

Enhance the responsibility of the leader

Concluding the question-and-answer session, comrade Phan Duc Dong - Member of the Provincial Party Committee Standing Committee, Secretary of the City Party Committee, Chairman of the Vinh City People's Council frankly pointed out that there is still a situation of shifting tasks and responsibilities between investors, project management boards and city departments and offices in implementing tasks in investing in works and projects; therefore, he proposed that the City People's Committee assign tasks clearly and specifically; enhance the responsibility of departments, offices and units, associated with the responsibility of the head in implementing public investment tasks in general and focusing on implementing slow-progressing projects in particular.

Pointing out many shortcomings and limitations in the management and treatment of environmental pollution in lakes and canals in the city, the Chairman of the City People's Council requested the City People's Committee to fully and scientifically assess the causes of technical infrastructure and operations, and propose fundamental and appropriate solutions to completely resolve the problem of environmental pollution in lakes and canals.

Along with that, there are solutions to improve the efficiency of management and operation of the drainage system, ensuring the correct approved process, not allowing wastewater to overflow into lakes and canals. Attention should be paid to inspection and examination of management, operation, and environmental pollution treatment; there should be strict enough sanctions to handle and assign responsibility to organizations and individuals who violate environmental protection issues.

The City People's Council dismissed Mr. Nguyen Hoang Minh - former Chief Inspector of the City and Ms. Ngo Thi Huong - former Head of the Department of Internal Affairs, City People's Committee from the position of Member of the City People's Committee, term 2021 - 2026; at the same time, elected additional members of the City People's Committee for Mr. Nguyen Thanh Tung - Head of the Department of Internal Affairs, City People's Committee and Ms. Hoang Thi Thuy Phuong - Chief Inspector of the City.
