According to Nhan Dan network, the ceremony took place on July 17 on Phu Lam island in the Hoang Sa archipelago, which China calls Vinh Hung and considers the capital of the illegally established Tam Sa.
In this issuance, there are 10 identification cards for residents living here and 68 residence cards for mobile people.
Deputy Mayor Phung Van Hai brazenly declared that after this distribution, the progress will be accelerated, step by step, to distribute to other residential areas on Vietnam's Hoang Sa archipelago.
On July 17, a representative of the Vietnamese Ministry of Foreign Affairs met with a representative of the Chinese Embassy in Hanoi to hand over a diplomatic note protesting the act of threatening Vietnamese fishing vessels and demanding compensation for the fishermen.
