Responding to Con Cuong voters' petition on handling pesticide residue points

Voters in Con Cuong town, Con Cuong district reported that the warehouse for agricultural supplies and chemicals serving the Tea Farm (old) is no longer in operation, but the process of using this warehouse contains pesticides that have an impact on the environment and have not been treated, affecting the health and daily life of households in the neighboring areas. Voters requested that a solution be found soon to ensure the safety of the people.

This issue, the Provincial People's Committeeanswer as follows:

The warehouse of pesticides as reflected above by voters is a pesticide residue storage point in Lien Tra village (formerly Xom Tra Bong), Bong Khe commune, Con Cuong district, which is on the list of pesticide residue storage points causing serious and especially serious environmental pollution at number 174, Appendix I, Decision No. 1946/QD-TTg dated October 21, 2010 of the Prime Minister on approving the Plan for handling and preventing environmental pollution caused by residual pesticides nationwide.

In order to have a basis to assess the scope and level of pollution and propose a plan to treat and restore the environment for the above-mentioned residual point, the Department of Natural Resources and Environment has submitted and received approval from the Provincial People's Committee to implement the Project:“Additional investigation, detailed assessment; development of treatment, improvement and environmental restoration plans for 07 pesticide chemical residue sites according to Decision 1046/QD-TTg of the Prime Minister that have been investigated and surveyed but not yet assessed according to Circular 02/2022/TT-BTNMT in Con Cuong and Do Luong districts”in Official Dispatch No. 6071/UBND-NN dated August 10, 2022, including the pesticide chemical storage point in Lien Tra village (formerly Tra Bong hamlet), Bong Khe commune, Con Cuong district.

However, from July 6, 2023 to present, the Project to investigate pollution points due to residual pesticide chemicals has been suspended according to the provisions of Circular No. 04/2023/TT-BTNMT of the Ministry of Natural Resources and Environment on the suspension of the implementation of Clause 1, Article 7 and Clause 2, Article 75 of Circular No. 02/2022/TT-BTNMT dated January 10, 2022 of the Minister of Natural Resources and Environment detailing the implementation of a number of articles of the Law on Environmental Protection.

Therefore, in the coming time, when the Ministry of Natural Resources and Environment has instructions, the Department of Natural Resources and Environment will investigate, evaluate and handle the above-mentioned remaining points according to regulations.

This recommendation requires time, balanced resources, a specific roadmap and consensus from many levels and related sectors to resolve it completely.
