How does the 2024 Land Law regulate the State's responsibility towards land users? A matter of concern for Ms. Phan Thi Phuong (Do Luong, Nghe An).

According to Article 15 of the Land Law, the State's responsibilities towards land users are stipulated as follows:
1. There is a policy to create conditions for people directly involved in agricultural production who do not have land for production due to the process of land use structure conversion and economic structure conversion to receive vocational training, job conversion and job search.
2. Granting Certificates of land use rights and ownership of assets attached to land to land users when they meet all conditions prescribed by the law on land.
3. Implement compensation, support, and resettlement in accordance with the law for people whose land is recovered when the State recovers land for national defense and security purposes; socio-economic development for national and public interests.
4. Disseminate, disseminate, guide, and provide legal assistance in accordance with the law to land users in implementing policies, laws, and administrative procedures on land, and exploiting information in the national database on land.
5. Resolve land disputes; resolve complaints and denunciations about land.
