Bac Thang Long - Noi Bai BOT Station proposes to increase fees 3 times
The investor of the BOT Bac Thang Long - Noi Bai proposed to increase the fee from 10,000 VND to 25,000 - 30,000 VND per trip in the coming time.
The leaders of BOT Vietracimex 8 Joint Stock Company have just requested the General Department of Roads to review and adjust the service fee collection level in the contract for the project to renovate National Highway 2, the section avoiding Vinh Yen City, Vinh Phuc.
This investor proposed to increase the service fee at Bac Thang Long - Noi Bai station (Hanoi) according to two options. Option one is to collect the fee for 19 years, the investor wants to increase the fee 2.5 times compared to the current level, from 10,000 to 25,000 VND per trip for vehicles under 12 seats from January 1, 2018 to December 31, 2020. Then, increase it 3 times from 2021 to the end of 2024 and increase it 3.5 times until the end of the capital recovery period in 2030.

With the second option of collecting tolls over 17 years, the investor wants to increase the collection rate to 3 times the current level, from January 1, 2018 to the end of 2020, then increase it to 4 times by 2028.
The BOT project to build National Highway 2, Vinh Yen City bypass, has an investment settlement value of 505 billion VND (excluding interest), operating since December 28, 2010. The source of revenue to pay back the project is the Bac Thang Long - Noi Bai station with an expected payback period of 16 years and 10 months.
The project has a roadmap to increase the fee from 10,000 to 15,000 VND/trip/vehicle under 12 seats from January 1, 2013. However, according to the investor, the failure to increase the fee according to the roadmap and the removal of the Vinh Thanh sub-toll station has caused great damage to the investor.
The Hanoi People's Committee and the Ministry of Transport have repeatedly requested the Government to allow moving the Bac Thang Long station to another location because the station's location is unreasonable.
