Participating in the group discussion were comrade Phan Duc Dong - Member of the Provincial Party Standing Committee, Secretary of the City Party Committee, Chairman of the City People's Council; leaders of the City Party Committee, People's Council, People's Committee, departments, branches of the city and wards and communes.

Pressure on public investment

One of the issues discussed by many delegates at the 6th session was public investment. Accordingly, infrastructure investment must meet the requirements of synchronization and modernity; however, in reality, there is still a contradiction between demand and ability to meet, especially the pillar factor, focusing on extremely difficult resources.

According to the report of the City People's Committee, in the first 6 months of the year, the city has only completed 68/112 projects in the 2022 public investment plan, while 44 projects have not been implemented due to the impact of the Covid-19 epidemic, the price of raw materials, materials, and labor has increased, so the project must be adjusted, while the city's revenue in the first 6 months is very difficult...

At the discussion session of the groups, many delegates also reflected that currently there are many works and projects that have not been included in the city's public investment plan for synchronous and modern urban development.

According to the proposal of delegate Tran Quang Dai - Chairman of Trung Do Ward People's Committee, the City People's Committee needs to pay attention to investing in Ngo Thi Nham Street, which is currently degraded, forming "buffalo potholes" and "elephant potholes" on the road, causing traffic accidents; along with that, investing in a drainage system that causes flooding when it rains on some sections and roads in the ward; promoting investment in resettlement areas to relocate households at the foot of Dung Quyet Mountain.

Also concerned about this issue, delegate Nguyen Trung Dung - Party Secretary, Chairman of Vinh Tan Ward People's Council proposed that the city consider investing in connecting roads from the 3.5-hectare auction planning area to Pham Hong Thai Street in accordance with the approved planning, while creating urban synchronization and increasing the value of the land put up for auction.

Many delegates also proposed that the city include in its public investment plan the construction of a number of cultural houses that have been built for 20-30 years, which are now both degraded and do not meet the needs of households, affecting the people's living and meeting needs, and hindering urban development.

Urban beautification problem

Along with infrastructure, many opinions participating in the discussion also expressed concerns about urban beautification, with a series of issues such as urban order management, sidewalk business, advertising management; arbitrary naming of streets and house numbers in some residential areas and urban projects; inappropriate arrangement of waste collection and transfer points, causing environmental pollution...

Also related to urban beautification and urban order management, delegate Nguyen Trung Dung - Party Secretary, Chairman of Vinh Tan Ward People's Council, stated that the management of apartment buildings is currently very difficult. The government and the block even have to "beg" investors and apartment building management boards to coordinate management. Therefore, it is recommended that the City People's Committee issue regulations on coordination between investors and ward and commune authorities; between apartment building management boards and blocks and hamlets; to create a basis for wards, communes, blocks and hamlets to strengthen management of apartment buildings.

Regarding this issue, Comrade Phan Duc Dong - Member of the Provincial Party Committee Standing Committee, Secretary of the City Party Committee, Chairman of the City People's Council and Comrade Le Sy Chien - Vice Chairman of the City People's Committee affirmed that this is a key task that the city has focused on leading and directing in recent times. The Vinh City Party Committee issued a specialized resolution on urban beautification; the City People's Committee also regularly directed strongly. However, the movement is still "smooth", without any breakthroughs, marks, or innovation in the urban image in each area and residential area.

The solution to this problem is that the city and the wards and communes must take more drastic action, and have solutions to mobilize the participation of all classes of people in a voluntary and responsible manner in managing urban order on sidewalks and beautifying the urban landscape, so that when each neighborhood, each road, each residential area, each ward and commune is beautified, the city will be more beautiful and civilized.

Regarding the repair of waste collection and transfer points, in addition to increasing waste classification at the source to reduce the pressure on waste volume, the responsibility placed on Nghe An Urban Environment and Construction Joint Stock Company is to change the way of collecting waste by applying technology, because the city is not a favorable location to arrange reasonable waste collection and transfer points.

Researching solutions for sustainable operation of "streets"

The issue that many delegates participated in the discussion group was the effectiveness and sustainability in operating the night street and walking street. Comrade Phan Duc Dong - Member of the Provincial Party Standing Committee, Secretary of the City Party Committee, Chairman of the City People's Council said that, in addition to the responsibility of the City People's Committee to continue researching how to do it, it is necessary for the city-level departments, agencies, wards, communes and delegates of the City People's Council, and the majority of people to contribute their intelligence and ideas.

A difficult and urgent issue of the city at present was also raised by delegates related to the issuance of Land Use Right Certificates. Information provided by comrade Le Sy Chien - Vice Chairman of the City People's Committee at the group discussion session, the province assigned the city to resolve 80% of eligible backlog cases by the end of 2022, but currently only 15% have been reached.

Regarding this content, the Chairman of the City People's Council assigned the City People's Committee to have a very specific plan and solution to achieve the targets assigned by the province, in which, focusing highly on the cases of first-time land allocation remaining in communes merged into Vinh city. In particular, the difficulties in determining the origin of land require careful and thorough work to avoid mistakes, which not only affect the rights of the people but also lead to violations by officials and civil servants.

On the afternoon of July 15, the 6th session of the City People's Council continued its working session with discussions in the hall, discussions, voting to pass resolutions and closing the session.
