The Congress of the Ho Chi Minh Communist Youth Union of Nghe An province for the 2017-2020 term took place in an exciting atmosphere. Especially the discussion section with rich content, in line with the theme of the congress "Nghe An Youth - Pioneers, Creativity, Establishment, and Entrepreneurship".

I am confident that the new Executive Committee will have many breakthroughs in action programs for the youth. I hope that in the near future, the Union will propose action programs closely related to the thoughts and aspirations of the Youth Union members.

To do this well, first of all, we need to drastically change the way the Youth Union is organized and operates. In my opinion, a Youth Union official must possess three elements: good ethics, initiative, creativity and courage.

We need to "mobilize" in accordance with the tastes and trends of today's youth, from which the gathering work will be effective. Besides, management also plays a very important role. For example, it cannot be denied that the development of information technology has affected the lives of young people, besides the rich playgrounds of today's youth. Thanks to information technology,We have advantages in gathering young people. However, some young people are moving away from the Youth Union, so I hope that the higher-level Youth Union has a direction to gather these young people.

The number of local youth who leave home to work elsewhere is still high due to low education level and lack of jobs in the locality; in particular, youth face many difficulties in capital sources. Therefore, Youth Union organizations need to propose specific policies to support youth in the highlands to develop the local economy, at the same time, promote activities to help young people start businesses and build a "Startup Fund for highland youth".

Or such as launching a project to develop sustainable livelihoods for ethnic minority youth in Western Nghe An, creating jobs for young people. Thereby creating opportunities to help young people better understand the importance and role of applying science and technology in agricultural production. From there, affirming the role of young people in hunger eradication and poverty reduction; preventing and combating social evils, promoting the process of sustainable poverty reduction and building the homeland of the border districts of Nghe An.

In fact, in border communes of mountainous districts, the situation of youth union members illegally exploiting forest products, illegally crossing the border, and illegally migrating to Laos often occurs. This makes it difficult to manage and gather youth union members here.

Faced with this problem, I hope that the Executive Committee of the Youth Union for the 2017-2022 term will pay attention, support, and have special activities for young union members in remote border areas such as: coordinating with border branches to establish "Youth Volunteers for the Fatherland's Border" clubs, calling on young union members to regularly check border markers and border lines with border guards, and organizing propaganda activities in villages in the form of dramatization.

Through that, it contributes to orienting the ideology and awareness of the Youth Union, deeply understanding the Border Law; at the same time, each Youth Union member will also clearly recognize their role, join hands to protect and maintain the security and sovereignty of the country.
