At its 14th session (the legally mandated mid-year session of 2015), the Provincial People's Council issued 18 resolutions closely adhering to the province's socio-economic targets and tasks; in particular, it promptly introduced several policies to overcome existing difficulties and promote the overall development of the province... The Provincial People's Council also gave opinions on several issues arising between the two sessions, including the plan for allocating Government bond capital to implement the National Target Program for New Rural Development in 2015; agreeing to reallocate capital from projects using 50% of increased budget revenue from salary reform; the plan for allocating advance capital from the State Treasury; and adjusting the capital for land clearance for key investment attraction projects...
Also stemming from a practical and effective approach, the question-and-answer session at the 14th meeting of the 16th Provincial People's Council addressed "hot" issues of widespread public concern. These included the low effectiveness of applying science and technology in practice; the issue of arbitrary labor contracts; the numerous shortcomings in job placement for ethnic minority students in mountainous districts who studied under the government scholarship program; and the slow resolution of outstanding cases for those who rendered meritorious services to the revolution. The questioning format continued to be innovative, and both questioners and respondents demonstrated their responsibility to the demands of the electorate.

The monitoring and surveying activities of the Standing Committee and the committees of the Provincial People's Council also focused on many issues arising from real-life situations. The results of the 22 thematic monitoring and surveying sessions conducted by the Standing Committee and the committees of the Provincial People's Council in 2015 all addressed practical and specific issues. Through this monitoring, the conclusions of the Standing Committee of the Provincial People's Council were revisited. Practical issues were analyzed and dissected, leading to the rectification of existing problems.
For the Provincial People's Council Committees, each committee carefully selects key areas for supervision. For example, the Economic and Budget Committee supervised the implementation of the Provincial People's Council's Resolution on several economic development indicators and budget revenue and expenditure for the period 2011-2015, identifying several shortcomings for relevant levels and sectors to address.
The Culture and Social Affairs Committee oversees the implementation of vocational training and job placement programs; the monitoring results have shown clearly positive changes in the areas under supervision.
In 2015, the Provincial People's Council received 49 visits from citizens and accepted 101 letters, complaints, denunciations, suggestions, and feedback from citizens.
With a spirit of concern and continuous innovation, at this 15th session, the Provincial People's Council is reforming the method of questioning and answering. Accordingly, in addition to the three core issues selected for questioning and answering at the session (including food safety and hygiene; environmental pollution in industrial parks, clusters, factories, and hospitals; and the implementation of unfinished resettlement projects to prevent landslides and their impact on people's lives), the Provincial People's Council will also conduct general questioning on all issues that have been questioned at the previous 10 sessions of the term but have not yet been resolved or have not been resolved satisfactorily.
| According to Mr. Tran Van Mao, a member of the Standing Committee of the Provincial People's Council, this form of questioning clearly demonstrates that the Provincial People's Council will thoroughly investigate the reasons why issues have not been resolved, thereby further improving the performance of state agencies at all levels. The results and innovations at the 15th session – considered the final session of the term – will be the foundation for a new term (2016-2021) with more innovation, creativity, and higher efficiency. |
