According to you, what are the reasons that have led to the emergence of many unprecedented problems in personnel work as you have just concluded?
- The underlying cause is that political awareness, patriotism, and responsibility for the common good in each cadre are not high. The ego is still too big.
Ego is expressed in self-exaltation of one's role, greed and corruption through personnel work. Ego is to gain for oneself, for one's family and relatives, first of all political benefits, then profiteering in personnel arrangement.
Obviously, the situation is very alarming at a high level, so taking care of and consolidating political and ideological work, building the political system and state apparatus is probably a concern that requires the entire Party and the entire people to focus on solving.
The root of all work is cadres, the safety of the country is also cadres.
Are there any loopholes in legal regulations that led to the prominent phenomenon in personnel work last year?
- The Party's institutions and regulations, and the State's legal documents have mentioned quite comprehensively the organizational and personnel work of the apparatus. However, the operators of those regulations are not pure in heart, not bright in mind, combined with the influence of many interests, leading to many violations in personnel work.
Firstly, people have incomplete awareness and simple thinking, leading to violations of regulations. This is an unintentional mistake, reflecting the quality and capacity of the staff that has not met requirements.
Second, people know the regulations well, but they circumvent them, legalize them, and now they are becoming something that public opinion ridicules, which is "following the procedure". This is a subjective mistake, intentionally violating the rules.
Third, some regulations of the Party and State are still not strict enough and have loopholes, so they are abused.
There are violations that have accumulated in the past, and there are violations that are happening. If not prevented in time, there will be a risk of causing unpredictable consequences in personnel work.
Therefore, in addition to institutionalizing Resolution 4 of the 12th Central Committee, it is necessary to promote the rectification of organizational work.

Superiors must have many channels to check and monitor transparency. They should not completely trust the nominations of the standing committee or executive committee at lower levels, especially in places with scandals that have been exposed by the press and public opinion.
