Avoid bureaucratizing mass mobilization work; need to increase employment for people in rural areas
(Baonghean.vn) - Issues of mechanical mergers of commune and hamlet level units, job creation for people in rural and mountainous areas, increased dialogue and contact... are the contents reflected and proposed by many delegates at the meeting to collect opinions and discuss the implementation of mass mobilization work in implementing the Resolution of Party Congresses at all levels.
On the morning of July 23, comrade Nguyen Manh Khoi - Deputy Head of the Standing Committee of the Provincial Party Committee's Mass Mobilization Commission chaired a meeting to collect opinions and discuss the implementation of mass mobilization work in the first half of the term to implement the Resolution of the 18th Provincial Party Congress, term 2015 - 2020 and 5 years of implementing Resolution No. 26/NQ-TW of the Politburo on the direction and tasks for the development of Nghe An province until 2020.

In order to enhance the effectiveness of mass mobilization work, contributing to the implementation of the targets and resolutions of the Provincial Party Congress, the delegates had many comments and suggestions that were highly appreciated by the chair. Among them, some of the contents that many people mentioned were how to improve the lives of people in rural areas, create jobs for people to settle down and make a living, which will help the Party committees and authorities at all levels to effectively build a strong grassroots political system and do a good job of mass mobilization work.
Regarding specific solutions, Mr. Ngoc Kim Nam - Secretary of Do Luong District Party Committee suggested that it is necessary to increase the transfer of industry to rural areas to contribute to job creation, help people not to leave their hometown to work far away, contribute to maintaining security and order, and develop the local economy and society. Secretary of Do Luong District Party Committee also suggested that, in order to increase the effectiveness of mass mobilization work, authorities at all levels need to have mechanisms and measures to promote the role of leaders, especially in contact and dialogue with the people.

Sharing this view, Mr. Hoang Van Bon - Head of the People's Mobilization Committee of Dien Chau District Party Committee stated that people and grassroots cadres are still very concerned about the issue of job creation and income improvement for rural people; proposed to further promote the restructuring of the agricultural sector, especially cooperation between enterprises and farmers to create jobs and income for people, helping them feel secure.
The leaders of Thai Hoa Town, Head of the Mass Mobilization Committee of Quy Chau and Que Phong districts also proposed to strengthen solutions to create jobs for people in rural areas, especially in mountainous districts. Mr. Mac Dang Khue - Head of the Mass Mobilization Committee of Que Phong District Party Committee said that currently, the implementation of some support policies for poor districts is not reasonable, such as the issue of providing trees and seedlings in some places is not effective. Some current support policies for poor households and poor communes make them not want to escape poverty, seeing being recognized as a poor household as a way to enjoy, not encouraging people to strive to escape poverty.
“The most stressful issue in mountainous areas today is employment, and there is no truly effective solution when resources, including land funds, are very limited, people do not have land for production, and do not have stable jobs. This causes many difficulties for mass mobilization work and for building a political system at the grassroots level,” said Mr. Mac Dang Khue.

Another content that received many comments was the merger of commune and hamlet level units. Mr. Phan Tien Hai - Standing Deputy Secretary of Nghia Dan District Party Committee, Ms. Lu Thi Thuy - Head of the Mass Mobilization Committee of Quy Chau District Party Committee, both said that the issue of merging commune and hamlet units in mountainous areas faces many difficulties due to their specific nature, so they suggested that superiors should consider the situation at the grassroots level to provide effective guidance and direction, both ensuring regulations and democracy, not purely mechanical mergers.
In addition, many other issues were also reflected by the delegates, proposing additional solutions to implement and overcome problems such as: investment attraction projects have not been highly effective, there are no large projects; the rotation of personnel in the mass mobilization department is not suitable, there is no suitable support regime for mass mobilization officers at all levels. The direction and handling of religious issues need to be more decisive, to avoid resentment among the people. Further promote the role of the Fatherland Front and socio-political organizations.
The implementation of democratic regulations in some places has shown signs of formality; it is recommended to innovate the way the Fatherland Front and mass organizations operate, avoid bureaucratizing mass mobilization work, and avoid the situation where the "bridge" between the Party and the people is not built by real people. Concluding the meeting, Chairman of the Provincial People's Committee Nguyen Xuan Duong requested the secretariat to absorb and synthesize the comments in a precise and scientific manner into a quality draft for the two contents on the half-term implementation of the Provincial Party Congress Resolution and 5 years of implementing Resolution 26-NQ/TW on mass mobilization work.
