(Baonghean.vn) - Provincial People's Council delegates said that it is necessary to review and re-evaluate the implementation contents of the 3 national target programs, which contents are effectively implemented should continue, which contents are ineffective should be stopped and changed, to avoid wasting resources.
On the morning of December 6, in the 17th Session of the 18th Nghe An Provincial People's Council, 21 People's Council delegates from the constituencies of Anh Son, Quy Hop, Quy Chau, Que Phong, Con Cuong, Tuong Duong, and Ky Son held a discussion session at Group 4.
Attending the discussion session were comrades: Nguyen Van Thong - Standing Deputy Secretary of the Provincial Party Committee; Hoang Nghia Hieu - Deputy Secretary of the Provincial Party Committee; comrades of the Standing Committee of the Provincial Party Committee: Pham Trong Hoang - Chairman of the Provincial Party Committee's Inspection Committee; Le Hong Vinh - Standing Vice Chairman of the Provincial People's Committee; Nguyen Nhu Khoi - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Council; and representatives of leaders of a number of departments, branches and localities.

Disbursement of capital for national target programs is slow.
Participating in the discussion, 13 opinions related to many contents in many fields, focusing on the following contents: Implementation of 3 national target programs, new rural construction, education work, management of agricultural and forestry land, etc.

Delegate Nguyen Van Hai commented that due to the dependence on the weather, the electricity production of factories has decreased, leading to the total production value and growth rate of mountainous districts and the province. Therefore, he suggested that the province not include the commercial electricity output target in the local socio-economic development target.

Delegate Nguyen Van Hai reflected on the situation of rural workers in mountainous districts in general and Tuong Duong in particular, who often go far away to work, leading to a shortage and weakness of local human resources, affecting the implementation of tasks in the area.
Regarding the difficulties in implementing the three national target programs, delegate Nguyen Van Hai reflected on the scarcity of construction materials, the difficulty in transporting projects in remote and disadvantaged areas, leading to high costs, affecting the progress of implementing the national target programs.

Delegates said that forest development has stabilized, forest cover has increased. Regarding planted forests, people are interested in acacia trees to create raw materials for forestry production but the output is difficult. People hope that the MDF factory in Anh Son will soon be put into operation to solve the output of acacia trees for people.
Delegate Nguyen Van Hai reflected that the disbursement rate of capital for national target programs is low. The Provincial People's Committee needs to speed up the disbursement of career capital.
Sharing the same view, delegate Tran Thi Au (Anh Son district constituency) said: People have high expectations that the MDF Project will soon be put into operation, meeting the expectations of voters in the area.
Regarding the National Target Program for New Rural Development, the communes that have not yet reached the finish line are disadvantaged communes. The province needs to pay attention to having support mechanisms so that districts and disadvantaged communes can have the conditions to complete the National Target Program for New Rural Development.
Delegate Tran Thi Au reported that the issuance of certificates of land use rights for agricultural and forestry land handed over is facing difficulties and is behind schedule. She requested that relevant departments and branches promptly resolve the issue for the people.

Regarding the disbursement of national target programs, delegate Que Thi Tram Ngoc - Deputy Head of the Ethnic Committee of the Provincial People's Council (Quy Chau constituency) said that the results of capital disbursement of target programs have many objective and subjective reasons.
In the coming time, the province needs to have a solution to solve the problem of capital backlog; go into specific solutions to solve each problem. Due to the inability to disburse capital, many projects have had to transfer capital. Therefore, it is recommended to prioritize the allocation of investment capital for essential and urgent projects.

Delegate Vi Van Quy (Quy Hop unit) said: The implementation of 3 national target programs has low disbursement, while people expect these projects to be deployed and put into operation to serve the socio-economic development of the locality.
It is worth discussing that the project implementation process is not suitable to the actual conditions. To limit the situation of some localities returning capital, the province needs to review and re-evaluate which contents are effectively implemented and should continue, which contents are ineffective and should be stopped or converted, to avoid wasting resources. Delegate Quy suggested that the Provincial People's Committee allocate funds for surveying and issuing land use right certificates for people converting agricultural and forestry land use.
Attention to education in mountainous areas
Regarding the issue of education in mountainous areas, delegate Dinh Hong Vinh - Chairman of the People's Committee of Tuong Duong district said: The mountainous district has difficult transportation but does not have a boarding model, students have to stay in people's houses, leading to difficulties in management and many problems such as: early marriage, incestuous marriage as well as ensuring security and order in the area. It is recommended that the province should organize a new type of boarding model to ensure conditions for students in mountainous areas.

Regarding education, delegate Moong Van Tinh (Que Phong unit) reflected on the difficulties in facilities of schools in mountainous areas. A common difficulty of mountainous districts today is the lack of English teachers. It is recommended that the province should have policies and mechanisms to create favorable conditions to encourage English teachers to work in mountainous areas.
In addition, delegates also reflected on strengthening management of food hygiene and safety, tourism development policies in mountainous areas; economic development under forest canopy to both protect forests and develop the economy; minimizing traffic accidents, social security for children in mountainous areas, and the system of seconded teachers...

At the conference, representatives of the departments, branches and sectors received and explained the opinions of interested delegates. Explaining the difficulties in the mineral sector in implementing national target programs, delegate Hoang Quoc Viet - Director of the Department of Natural Resources and Environment said: Mineral exploitation must be granted mines according to regulations. Regarding this problem, the Department of Natural Resources and Environment has reported to the Ministry of Natural Resources and Environment to study and amend the Law on Minerals in the direction of decentralization to localities to choose suitable locations.

Explaining the opinions of delegates reflecting on the difficulties in converting agricultural and forestry land, the Department of Natural Resources and Environment guided the districts to develop plans for each specific case. The Department coordinated with the Department of Finance to arrange funds for extracting and measuring to issue certificates of land use rights for agricultural and forestry land to the people.
Representatives of the Department of Planning and Investment analyzed and clarified the reasons affecting the slow disbursement progress of capital sources for 3 national target programs.
Regarding the organization of boarding school models for ethnic minority students, the representative of the Department of Education and Training said: Nghe An is one of the pioneering provinces in the country to implement boarding school models for ethnic minority students. However, currently, most boarding school models at the primary level still face many difficulties, especially in terms of facilities and living equipment.

A representative of the Department of Education and Training said: The Department is coordinating with relevant sectors to draft a support policy for the new model of ethnic boarding schools in the province, including primary and high school levels. This is an unprecedented model in the country. It is expected to be submitted to the Provincial People's Council for approval in 2024.
