'Avoid the situation where every guy thinks he has all the power'
General Secretary Nguyen Phu Trong noted that entities in the political system need to perform their functions and tasks according to regulations, avoiding the situation of "crabs relying on their claws, fish relying on their fins" and "everyone thinking their power is great".
On October 14, General Secretary Nguyen Phu Trong and National Assembly deputies in Hanoi met with voters in Dong Da, Ba Dinh, and Hai Ba Trung districts before the 6th session of the 15th National Assembly.
Voter Phung Huy Dan (Trung Phung ward, Dong Da district) said that the National Assembly has recently continued to have many innovations and improvements. The National Assembly's supreme supervision activities are focused and have achieved high results.
Voters of Trung Phung ward suggested that the National Assembly should do a better job of legislative tasks, including discussing and thoroughly considering before passing the Land Law (amended), and soon passing the Capital Law (amended) with specific substantive regulations.

Also making recommendations related to the Law on the Capital (amended), voter Nguyen Thi Minh Ha (Pham Dinh Ho ward, Hai Ba Trung district) suggested focusing on building a streamlined capital government; strongly decentralizing management and implementation to the grassroots level, especially clarifying the roles and responsibilities of each level of government in management and operation.
Voter Nguyen Tien Duc (Ba Dinh District Veterans Association) suggested that this amendment to the Capital Law must remove institutional obstacles and bottlenecks, creating a legal framework for Hanoi to maximize its potential and strengths, and most effectively use resources for development.
Speaking at the conference, General Secretary Nguyen Phu Trong said that the meeting with voters before the 6th Session of the 15th National Assembly aimed to report on the expected program and listen to voters' opinions.
During the nearly 40-minute exchange with voters, the General Secretary spent most of his time emphasizing the roles and functions of the subjects in the political system according to the principle of "Party leadership, State management, people mastery".

When meeting with voters, National Assembly deputies must absolutely avoid formality, appearing to listen attentively but not actually listening.
"It is not right to rely on yourself as a high-ranking official to come down and harass the people. But if the people say they are the masters and say I don't listen, it is also not right, so there needs to be laws, the State must have discipline, under the leadership of the Party," said the General Secretary.
According to the General Secretary, voters and people play an important role in monitoring and inspection activities, this is fundamental and all are regulated by law. People's opinions are important because people are the ones who directly benefit and understand everything.
Identifying himself as "a voter from the suburbs of Hanoi" (in Dong Anh district), General Secretary Nguyen Phu Trong is proud because "every day he sees the capital changing and developing".
