Exchange of experience in policy making for local governments
(Baonghean.vn) - On March 26, the Institute of Legal Science (Ministry of Justice) coordinated with the Department of Justice to organize a Seminar to collect comments on policy development for the proposal to develop a Resolution of the Provincial People's Council.

At the seminar, Mr. John Gregory - Policy expert, in charge of local Canadian content shared his experience in policy making at the provincial and district levels in Canada.
Specifically, Mr. John Gregory shared about the principles of policy making, regulations of state governments, the authority to issue sub-law documents of localities, how to resolve conflicts between local governments and the central government in formulating and promulgating policies; the process of formal and informal exchange and coordination between local governments and between localities and the central level to build policies.
At the seminar, representatives of departments, boards and branches also raised a number of difficulties and problems in the process of policy development in proposing the development of Resolutions of the Provincial People's Council.

On the same afternoon, delegates listened to the report of the Department of Home Affairs on the draft proposal to develop a Resolution regulating policies according to the Law on Promulgation of Legal Documents.
In particular, recommendations, proposals and implementation solutions will be made, focusing on building a Resolution on rewards for collectives and individuals with high achievements in international, regional, national, regional and provincial competitions in various fields.
On that basis, delegates will discuss and contribute ideas to complete the draft, thereby drawing on experiences and overcoming limitations in policy making.
