At the Provincial College of Culture and Arts, the Provincial People's Committee, the Department of Science and Technology, the Provincial Youth Union, the Provincial Federation of Labor, the Provincial Union of Science and Technology Associations, the Provincial Radio and Television Station, and the Provincial College of Culture and Arts jointly organized the 11th Nghe An Science and Technology Innovation Award Ceremony.

Attending the ceremony were: Phan Dinh Trac - Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation; Tran Hong Chau - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Chairman of the Provincial Union of Science and Technology Associations; Ho Duc Phoc - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Huynh Thanh Dien - Vice Chairman of the Provincial People's Committee; members of the Provincial Party Standing Committee; representatives from provincial, district, and city departments and agencies; and the authors and groups of authors whose scientific and technological works were awarded prizes at the 11th Science and Technology Awards.

In 2010, the highest number of scientific and technological innovation projects participated (100 projects) across various fields. The 11th Science and Technology Innovation Award Ceremony presented awards to 19 authors and groups of authors. These included 6 consolation prizes, 3 fourth prizes, 4 third prizes, 2 second prizes, 3 first prizes, and one special prize awarded to a group of authors from Trung Do Granite Brick Factory for their successful research and production of colored ceramic roof tiles on a granite brick production line.
In addition to the special prize, the Organizing Committee also awarded three first prizes to the following authors and groups of authors: Mr. Tran Minh Sieu from Vinh City for his work "Family Members of President Ho Chi Minh"; Mr. Truong Van Hien, General Director of Nghe An Agricultural Materials Company, for his work "Successful Application and Breeding of F1 Hybrid Corn from LVN14 Corn Variety in Nghe An"; and Mr. Bach Hung Tuyen from Nam Irrigation Company Limited for his work "Soft Dam to Block the Cam River to Combat Drought and Create a Water Source for Vinh City".
To promote the science and technology innovation movement, immediately after the awards ceremony for the authors, on behalf of the organizing committee, Mr. Hoang Van Tam - Deputy Director of the Department of Science and Technology - launched the 12th Nghe An Science and Technology Innovation Emulation Movement, 2011.
