Moved by receiving the Third Class Labor Medal, Mr. Phan Khuyen - former Chairman of the Association for the Protection of Orphans and Disabled People in the City expressed his feelings that although he is old and weak and has retired from work, he will continue to connect and support and help the disabled in Vinh City. In the near future, the Okayama Association for the Protection of Disabled People, Japan will present 69 wheelchairs to the disabled in Vinh City, a foreign organization that Mr. Phan Khuyen connected with during his working days. With the help of the Okayama Association for the Protection of Disabled People, the disabled in Vinh City have over 600 wheelchairs to use. On this occasion, Mr. Phan Khuyen also donated 2 million VND of the Third Class Labor Medal to the Association for the Disabled and the Club for Relatives of Disabled People in Vinh City.
