Attending the ceremony were our Ambassador Pham Xuan Son; the Counselor and Head of the Vietnamese Defense Attaché Office in the Russian Federation, Colonel Vu Van Xim, along with defense attachés and staff of the Vietnamese Embassy. On the Russian side were the Director of the Museum, Alexander Nikonov; the Chairman of the Presidium of the Association of Former Russian Military Experts who served in Vietnam, Nikolai Kolesnik; Russian veterans; and a large number of museum staff.

Speaking at the ceremony, Mr. Nikonov praised the heroic traditions of the Vietnam People's Army, commemorated by the glorious "Victory Banner." He expressed his emotion at the attention and respect that Vietnam in general, and the Vietnam People's Army in particular, have paid to preserving the museum's artifacts, as demonstrated by the presentation of a replica of the "Victory Banner."

Ambassador Pham Xuan Son expressed gratitude for the valuable assistance that the people and army of the former Soviet Union, now the Russian Federation, have given to Vietnam, and hoped that the relationship between the two countries and their armies would become even deeper and stronger. Ambassador Pham Xuan Son and Mr. Nikonov signed the handover and acceptance minutes for the "Victory Banner" replica.

During the ceremony, Colonel Kolesnik emphasized the traditional solidarity and close ties between the people and armed forces of Vietnam and the Russian Federation. On this occasion, Mr. Kolesnik respectfully presented the museum with the memoir "That's What the Vietnam War Was Like," written by Russian experts who were present in Vietnam during the national liberation struggle of our people.

The "Victory Banner" is the noble symbol of the Vietnam People's Army and a reward flag recognizing the glorious achievements of Vietnam People's Army units throughout their struggle to defend the Fatherland. The "Victory Banner" was designated as a prestigious award by the Government of the Democratic Republic of Vietnam on December 25, 1954, and has since been presented to many exemplary military units.
