And one of the things that needs to be done is to consider adjusting the way inspections are organized.

However, for this field to become more widespread, solid, and practical, regular inspection plays a crucial role. And one of the things that needs to be done is to consider adjusting the way inspections are organized.

According to this person, inspection activities have been organized for a long time, but mainly from "top down." This means that inspections are primarily conducted according to a pre-determined model, focusing on units already selected for inspection, implying prior preparation. This is neither objective nor realistic. Units notified in advance of an inspection team's visit tend to prepare better than usual, which isn't inherently bad. However, because these units are proactively prepared and notified in advance, the overall situation raises many questions. It's possible that units not included in the inspection plan may not carry out their work properly, and the activities in that area may not receive the same level of attention and rigorous enforcement.

Therefore, the representative from this sector suggested that there should be an additional form of inspection from "bottom up," meaning the inspection team would select any unit at the grassroots level and conduct the inspection according to regulations. Only after the inspection results are available would they work with the superior authority of the inspected unit. Furthermore, when conducting inspections at any unit, there should be no prior notice, or only one-day notice. And inspections could be conducted more than once a year or even once a month. Only then would the situation be reflected objectively, and units would always voluntarily carry out their work regularly and continuously.

The representative's opinion immediately received strong support from the conference participants and was a noteworthy point worth considering for many other levels, sectors, and fields. Currently, many agencies and units work half-heartedly and superficially, only truly "focusing" and "actively" engaging when an inspection team is about to arrive. And once an inspection team visits, it's considered... over. Everything returns to a "mediocre," "steady" rhythm, and sometimes, in certain places, disorganization and deterioration are unavoidable.

Therefore, if inspections are conducted from the "bottom up," and the inspection results are honestly and seriously reflected to the competent authorities in accordance with regulations, and the assessment and handling of inspection results are carried out rigorously, then the situation of ineffective and superficial work will be overcome. This is of great importance in implementing administrative reform, making the administrative apparatus more dynamic and efficient, and better serving the people and businesses.

Furthermore, when conducting bottom-up inspections, regardless of the method, the inspection process and procedures need to be more substantive, reducing bureaucratic and formalistic procedures, and creating concrete and practical results.

In short, always working with the mindset of "an inspection team is coming soon" will lead to better results! Therefore, conducting inspections from the "bottom up" is a valid idea for many sectors and levels to consider and implement appropriately and effectively!
