(Baonghean) - During these historic days of March and April, wherever we go in our hometowns, we can feel the enthusiastic and excited atmosphere of striving to achieve results to celebrate the success of the Party Congresses at all levels. People are placing their trust and expectation that this Party Congress at all levels will be a broad political activity, truly promoting the strength of solidarity and intelligence of the entire Party, the entire army and the entire people in a new term.

Lang Thanh is a mountainous commune in Region II of Yen Thanh District. Five years ago, when entering the XXII Party Congress, term 2010 - 2015, the local economy and infrastructure were still weak; average income per capita only reached nearly 9.2 million VND/year. However, Lang Thanh is a land rich in revolutionary and cultural traditions; from the Party Committee to the people, solidarity and consensus for common development. This is the strength, the prerequisite factor to successfully implement the Resolution of the XXII Party Congress, term 2010 - 2015.

From monoculture of rice, Lang Thanh has diversified development, forming a raw material area of ​​cassava, sugarcane, pineapple, and paper raw material plants. Along with that, labor export is promoted with 505 workers abroad and nearly 1,500 workers working nationwide, bringing the locality an average resource of 86.7 billion VND/year... Average income per capita has increased more than 2 times compared to the beginning of the term, reaching 20.2 million VND/year. The rural appearance has gradually changed when the system of roads, irrigation, schools, clinics, ... are invested in and built.

Lang Thanh has a secondary and primary school that meets national standards; a newly built kindergarten is in the process of building a standard school; the commune is recognized as meeting national standards in health care.... Comrade Nguyen Ba Hung - Secretary of the Lang Thanh Commune Party Committee shared: Entering the 23rd Party Congress, term 2015 - 2020 (held last March), the Resolution set the highest goal of striving to achieve a new rural commune and building a typical strong and clean Party organization... Party member Dao Quang Ngo said: Promoting the intelligence of the entire Party and people from the stage of building political reports, building personnel plans and with the determination to implement the congress resolution, striving to bring Lang Thanh to comprehensive development. That is the basis, the belief that the goals and targets of the congress resolution will gradually become reality in the 5-year term (2015 - 2020).

It can be said that the intelligence, confidence and determination at the congress were achieved thanks to the congress preparation work that Party committees at all levels paid attention to, led and directed thoughtfully and specifically. For Yen Thanh district, according to comrade Nguyen Thanh Ha, Head of the District Party Committee's Organization Board, the work of propagating and disseminating directives, instructions and regulations from higher levels on Party congresses at all levels was fully deployed to each organization, cadre and party member. Strengthening training, inspection, supervision, and guidance on document preparation outlines and personnel procedures for new Party committees, especially new contents in the election regulations; political reports... were all organized to collect opinions from cadres, party members and people, ensuring that the political reports and congress resolutions reflect the will and intelligence of the entire Party and the entire people. The work of preparing personnel and elections at the congress ensured principles and procedures according to regulations and instructions of the Central Committee. Pay attention to checking, clarifying and directing the resolution of internal issues before the congress, creating trust and consensus during and after the congress. Thanks to that, the congresses in the 3 units that held the model congresses all went smoothly.

In Quynh Luu district, comrade Le Duc Cuong, Secretary of the District Party Committee, said: The direction of Party congresses at all levels is being accelerated by the district, in compliance with the regulations and Party Charter. As of April 15, 61/87 grassroots party organizations have completed their congresses, reaching more than 70% of the total number of grassroots party organizations in the district. Thereby, the preparation of documents has been carried out quite well. The political report accurately assesses the achievements, limitations and weaknesses, draws out the causes, and on that basis sets out practical directions, goals and tasks with an offensive mindset.

In building directions and solutions, the units have proposed breakthroughs to ensure the leadership in successfully implementing tasks at the grassroots level. In parallel with directing the grassroots congress, the Quynh Luu District Party Committee also promotes preparations to hold the 27th District Party Congress, term 2015 - 2020 in mid-May. Quynh Luu is placing great determination with the belief and expectation that it will create breakthroughs in the key areas of agricultural production; industry, small-scale industry, craft villages; exploitation of the marine economy; tourism development...

Up to this point, 94 party units selected as pilot units in the whole province have completed the congress. The work of running the grassroots congresses is generally serious, showing solemnity and fully meeting the 4 main contents of the congress. The discussion of the political report presented at the congress is quite lively. The election work in the basic units is carried out seriously, following the process. The election results at 94 pilot congress units and mass congress units are basically in line with the standards, structure, and high election rate. Immediately after the pilot congresses at the grassroots level, the localities of Anh Son, Thanh Chuong, Hoang Mai Town, Do Luong... focused on directing the rapid progress of the mass congress. Notably, in the 4 upper-level grassroots party committees selected as pilot congresses of the province, including Quynh Luu, Tuong Duong, Que Phong and the Provincial Military Party Committee, over 50% of the party units have completed the congress, the most being Quynh Luu with 70%; Strive to complete the mass congress in late April and early May to successfully enter the model congress at the grassroots level in May 2015. The Provincial Party Standing Committee has also organized the approval of congresses for 4 model units to ensure the success of the congresses in these 4 units in the coming time.

For the grassroots Party Congress to be successful, at the meeting to review experiences after the model congress, comrade Tran Hong Chau, Standing Deputy Secretary of the Provincial Party Committee, emphasized: Party Congresses at all levels are important and extensive political activities in the entire Party, the entire army and the entire people. The tasks set for the congress are not only to set out the right direction, goals and solutions; to elect the right and sufficient number of virtuous and talented cadres to the new Party Committee, worthy of the trust and expectations of the people; it is also necessary to build a good spirit of solidarity, strongly transforming from awareness to action from within the Party, the government, the political system to the masses in order to successfully carry out political tasks right after the congress.

Experience from the grassroots Party cell congresses and the model and mass grassroots Party congresses are "handbooks" for grassroots Party committees that have not yet held congresses and for upper-level Party committees to prepare for congresses more carefully, from drafting political reports to preparing personnel for their own congresses in order to promote intelligence, confidence and determination to act for innovation and acceleration... Therefore, Party committees at all levels need to prepare for Party congresses practically and effectively, promote democracy, and maintain the Party's principles, discipline and order, ensure solidarity, leadership capacity and fighting strength of Party organizations; associated with the spirit of Resolution 4 of the Central Committee and Directive 03 of the Politburo on continuing to promote studying and following the moral example of Ho Chi Minh. Only then can Party congresses at all levels fulfill their mission and create trust among the people.
