(Baonghean) - During these historic months of March and April, traveling to all parts of the countryside, we can feel the atmosphere of enthusiasm and excitement as people strive to achieve outstanding results to celebrate the successful Party Congresses at all levels. The people are placing their trust and expectations in these Party Congresses at all levels, hoping they will be a profound political activity, truly harnessing the strength of unity and wisdom of the entire Party, army, and people for a new term.

Lang Thanh is a mountainous commune in Zone II of Yen Thanh District. Five years ago, when the 22nd Party Congress of the commune was held for the 2010-2015 term, the local economy and infrastructure were still weak; the average per capita income was only about 9.2 million VND/year. However, Lang Thanh is a land rich in revolutionary and cultural traditions; from the Party Committee to the people, there is unity and consensus for common development. This is a strength and a crucial factor for successfully implementing the Resolution of the 22nd Party Congress of the commune for the 2010-2015 term.

From a monoculture of rice, Lang Thanh has diversified its agricultural production, forming areas for cassava, sugarcane, pineapple, and paper-making raw materials. This has been coupled with a strong focus on labor export, with 505 workers abroad and nearly 1,500 working domestically, bringing in an average of 86.7 billion VND per year for the locality. Consequently, per capita income has more than doubled compared to the beginning of the term, reaching 20.2 million VND per year. The rural landscape is gradually changing as infrastructure such as roads, irrigation systems, schools, and health clinics are being built.

Lang Thanh commune has a junior high school and a primary school that meet national standards; a newly built kindergarten is on track to become a standard school; and the commune has been recognized as meeting national standards for healthcare.... Comrade Nguyen Ba Hung - Secretary of the Lang Thanh Commune Party Committee shared: Entering the 23rd Party Congress, term 2015 – 2020 (held last March), the Resolution set the highest goal of striving to achieve the status of a new rural commune and building a Party Committee that is clean, strong, and exemplary... Party member Dao Quang Ngo said: By leveraging the wisdom of the entire Party and people from the stage of building the political report, developing the personnel plan, and with the determination to implement the congress resolution, we strive to bring Lang Thanh to comprehensive development. This is the basis and belief that the goals and targets of the congress resolution will gradually become a reality in the 5-year term (2015 – 2020).

It can be said that the wisdom, confidence, and determination at the congress were due to the thorough and specific leadership and guidance from Party committees at all levels in preparing for the congress. For Yen Thanh district, according to Comrade Nguyen Thanh Ha, Head of the District Party Committee's Organization Department, the dissemination and implementation of directives, guidelines, and regulations from higher levels regarding Party congresses at all levels were fully carried out to every organization and cadre and Party member. Training, inspection, supervision, and guidance on the preparation of documents, the personnel selection process for the new Party committee, especially new content in the election regulations; the political report... were all conducted to gather opinions from cadres, Party members, and the people, ensuring that the political report and congress resolution reflected the will and wisdom of the entire Party and the entire people. The preparation of personnel and the election at the congress ensured adherence to the principles, procedures, and regulations and guidelines of the Central Committee. Attention was paid to examining, clarifying, and directing the resolution of internal issues before the congress, creating trust and consensus during and after the congress. As a result, the congresses in all three pilot units proceeded smoothly.

In Quynh Luu district, Comrade Le Duc Cuong, Secretary of the District Party Committee, stated: The district is accelerating the direction of Party congresses at all levels, adhering to regulations and the Party Charter. As of April 15th, 61 out of 87 grassroots Party organizations have completed their congresses, reaching over 70% of the total number of grassroots Party organizations in the district. The preparation of documents has been quite good. The political report accurately assesses the achievements, limitations, and weaknesses, identifies the causes, and on that basis proposes practical directions, goals, and tasks in line with a proactive spirit.

In formulating directions and solutions, the units have identified breakthroughs to ensure the successful implementation of tasks at the grassroots level. Alongside directing the grassroots congresses, the Quynh Luu District Party Committee is also accelerating preparations for the 27th District Party Congress, term 2015-2020, to be held in mid-May. Quynh Luu is highly determined, with the belief and expectation of creating breakthroughs in various areas of production: agriculture; industry, small-scale handicrafts, traditional villages; marine economic exploitation; tourism development, etc.

To date, 94 selected grassroots Party organizations throughout the province have completed their congresses. The organization of these congresses was generally serious, dignified, and fully addressed the four main objectives. The discussion of the political report presented at the congress was quite lively. The election process in these units was generally conducted seriously and according to procedure. The election results in the 94 pilot units and the general congress units were largely in line with the established standards and structure, with a high percentage of successful candidates. Immediately after the pilot grassroots congresses, localities such as Anh Son, Thanh Chuong, Hoang Mai town, and Do Luong... focused on quickly directing the progress of the general congresses. In particular, in the four higher-level Party committees selected as pilot congresses in the province – Quynh Luu, Tuong Duong, Que Phong, and the Provincial Military Party Committee – over 50% of the grassroots Party organizations have completed their congresses, with Quynh Luu achieving the highest rate at 70%. The goal is to complete the mass congresses by the end of April and the beginning of May, in order to successfully proceed with the pilot congresses at the grassroots level in May 2015. The Standing Committee of the Provincial Party Committee has also reviewed the congresses for 4 pilot units to ensure the success of the congresses in these 4 units in the coming period.

To ensure the success of the grassroots Party congresses, at the post-conference review meeting following the pilot congress, Comrade Tran Hong Chau, Standing Deputy Secretary of the Provincial Party Committee, emphasized: Party congresses at all levels are important and far-reaching political activities throughout the Party, the army, and the people. The tasks set for the congresses are not only to propose appropriate directions, goals, and solutions; to elect the right and sufficient number of virtuous and talented cadres to the new Party committees, worthy of the people's trust and expectations; but also to build a strong spirit of unity and bring about a significant transformation from awareness to action within the Party, government, political system, and the masses, in order to successfully implement political tasks immediately after the congress.

Experiences from grassroots-level Party branch congresses and pilot and mass grassroots-level congresses serve as a "guidebook" for grassroots Party committees that have not yet held congresses and higher-level Party committees to prepare more thoroughly for their congresses, from drafting political reports to preparing personnel for their respective congresses, in order to leverage the intellect, confidence, and determination to act for innovation and acceleration... Therefore, Party committees at all levels need to prepare Party congresses in a practical and effective manner, promoting democracy while upholding the principles, discipline, and order of the Party, ensuring unity, leadership capacity, and fighting strength of the Party organization; in line with the spirit of Central Resolution 4 and Political Bureau Directive 03 on continuing to promote the study and emulation of Ho Chi Minh's moral example. Only then will Party congresses at all levels fulfill their mission and gain the trust of the people.
