(Baonghean.vn) -On the morning of July 7, 2014, in Vinh City, the Nghe An Provincial Tax Department held a meeting to review tax work for the first six months of the year and to plan tasks for the last six months of 2014. Representatives from the Regional Audit Office and the Tax Departments of 21 districts and cities in the province attended the conference.

In the first six months of 2014, despite the province's socio-economic difficulties, domestic revenue reached VND 3,024 billion, equivalent to 55% of the Ordinance and the Provincial People's Council's projected target, a 20% increase compared to the same period last year. Specifically, domestic revenue (excluding land use fees) reached VND 2,810 billion, equivalent to 56% of the Ordinance and 54% of the Provincial People's Council's projected target, a 19% increase compared to the same period. Revenue from central state-owned enterprises reached VND 469.5 billion, equivalent to 47% of the projected target and a 14% increase compared to the same period; revenue from local state-owned enterprises reached VND 160 billion, equivalent to 52% of the projected target and a 19% increase compared to the same period; revenue from foreign-invested enterprises reached VND 163 billion, equivalent to 90% of the Ordinance, 82% of the Provincial People's Council's projected target, and a 77% increase compared to the same period. Revenue from non-state enterprises reached VND 1,325 billion, equivalent to 53% of the statutory budget estimate and 51% of the provincial People's Council budget estimate; revenue from registration fees reached VND 198.5 billion… By geographical area, 21 out of 24 units achieved over 50% of the provincial People's Council budget estimate, while 3 units achieved less than 50%; 5 out of 21 units had lower revenue excluding land use fees in the first 6 months compared to the same period last year.
In addition to leadership-directed tax management measures, over the past six months, the tax sector has intensified inspections of 17,866 files at tax offices, accepting 17,573 files; inspected 509 business premises, of which 449 have been completed; audited 84 units; coordinated with the police to handle businesses evading taxes by carrying invoices and showing signs of violations; and conducted 31 internal audits to rectify shortcomings and deficiencies in management…

At the conference, in addition to reporting on the situation, representatives from the district and city tax offices presented papers clarifying the reasons affecting the budget revenue situation in the first six months of the year. The reasons for the increase in revenue included the extension of corporate income tax for the third quarter of 2013 to the first quarter of 2014, changes in resource tax rates for water used in hydropower production, and increased other budget revenues from the recovery of previous year's expenditures. Reasons for the decrease in revenue were attributed to changes in tax policies, difficulties in industrial production, and high inventory levels. Furthermore, representatives from several district and city tax offices also highlighted specific difficulties in their respective areas.

To fulfill its tasks and exceed the 2014 state budget revenue target, the Nghe An tax department has determined that from now until the end of the year, it must aggressively implement management measures and strengthen tax debt enforcement measures. The department will implement 14 measures focusing on four groups of solutions: strengthening tax management; streamlining administrative procedures and creating favorable conditions for taxpayers; reforming tax policies and institutions, accelerating the tax reform process; and strengthening the rectification of working methods and conduct for tax officials, civil servants, and tax collectors.
On this occasion, authorized by the Office of the President, Mr. Nguyen Dinh Hoa, Director of the Nghe An Provincial Tax Department, presented the Third-Class Labor Medal to Mr. Le Quoc Dung, Deputy Director of the Provincial Tax Department, and Mr. Tran Xuan Thinh, Deputy Head of the Cua Lo Town Tax Sub-Department; and certificates of excellence to 10 collectives with outstanding achievements in tax work in Nghe An in 2013.
