The Prime Minister has just signed Decision No. 1246/QD-TTg promulgating the Plan for implementing Resolution No. 75/2014/QH13 of the National Assembly on questioning and answering questions at the seventh session of the 13th National Assembly regarding the implementation of the Constitution; the work of drafting, appraising, and inspecting legal documents and controlling administrative procedures.

According to the Plan, the Prime Minister requests relevant agencies to continue implementing comprehensive measures to ensure the enforcement of the Constitution, such as promoting activities to disseminate and educate the public on the Constitution and laws, in order to raise awareness of respect for and compliance with the Constitution and laws, and to contribute to bringing the Constitution and laws into life.

The Prime Minister has assigned the Ministry of Justice to preside over and coordinate with the Central Propaganda Department, the Ministry of Information and Communications, Vietnam Television, Vietnam Radio, Vietnam News Agency, and the People's Committees of provinces and centrally-administered cities to organize a nationwide writing contest titled "Understanding the Constitution of the Socialist Republic of Vietnam"; the contest will be launched starting in the third quarter of this year.

The Prime Minister also assigned ministries and agencies to conduct a comprehensive review of the entire legal system, identifying regulations that violate the Constitution in order to suspend their implementation, and regulations that need to be amended, supplemented, repealed, or newly enacted to concretize the Constitution.

The Ministry of Justice, in coordination with the Government Office, regularly monitors and urges the preparation of draft laws and ordinances directly implementing the Constitution for submission to the National Assembly and the Standing Committee of the National Assembly for consideration and approval in 2014 and 2015, ensuring quality and progress according to the approved Law and Ordinance Drafting Program and Plan; and promotes the role of the Advisory Council for the appraisal of draft laws and ordinances directly implementing the 2013 Constitution. Along with this, it aims to improve the quality of drafting, appraising, and inspecting legal documents and controlling administrative procedures.

The Prime Minister has instructed the Ministry of Justice to regularly coordinate with ministries and ministerial-level agencies to strengthen the appraisal of legal documents, focusing on in-depth appraisal of the purpose, requirements, scope of application, legal policies, consistency of the legal system, and administrative procedures of draft legal documents; and to enhance training and skill development in drafting, appraising, and assessing the impact of draft documents for officials working in lawmaking...

The decision takes effect from July 24th.
