Implement comprehensive measures to attract and effectively utilize ODA funds.
The Prime Minister has assigned the Ministry of Planning and Investment to take the lead and coordinate with relevant agencies to implement comprehensive measures to attract, manage, and utilize ODA (Official Development Assistance) and loan capital effectively, creating a breakthrough in disbursement for programs and projects in 2013.

The Prime Minister has instructed ministries, sectors, and localities to closely coordinate with the National Steering Committee on ODA and concessional loans to review and assess the implementation of ODA and concessional loan programs and projects that are experiencing slow disbursement and facing numerous obstacles and difficulties, in order to take timely measures to resolve them.
The Ministry of Planning and Investment is urgently submitting to the Prime Minister a comprehensive review and evaluation plan on attracting, managing, and utilizing ODA funds over the past 20 years; and developing and issuing guiding documents to ensure timely application of the Decree replacing Government Decree No. 131/2006/ND-CP dated November 9, 2006, after its promulgation.
Previously, the Prime Minister approved the Project: "Orientation for attracting, managing and utilizing ODA funds and other preferential loans from donors".
According to this plan, there are eight priority sectors and fields for attracting and utilizing ODA and concessional loans from donors during the period 2011-2015, including: 1- Supporting the construction of a comprehensive, large-scale, and modern infrastructure system; 2- Supporting the development of social infrastructure; 3- Developing human resources, especially high-quality human resources, developing science, technology, and the knowledge economy; 4- Developing agriculture and rural areas; 5- Supporting the construction of a comprehensive legal and institutional system for a socialist-oriented market economy; 6- Supporting environmental protection and natural resources, responding to climate change, and green growth; 7- Supporting the promotion of investment, trade, and certain production and business sectors; 8- Supporting specific geographical areas.
ODA and concessional loans from donors for the period 2011-2015 are projected to have committed capital of approximately US$32-34 billion and disbursed capital of approximately US$14-16 billion (equivalent to about 6% of total social investment), of which about 50% of the disbursed capital comes from programs and projects signed in the 2006-2010 period.
Thus, the average annual disbursement of ODA and concessional loans during the period 2011-2015 will reach approximately 2.8-3.2 billion USD.
