In 2021, the industry has made great efforts to overcome the pandemic and successfully complete assigned tasks. In addition to the regular tasks that have met goals and targets, the Department has quickly and effectively resolved unexpected tasks. Typically, from the 4th outbreak of Covid-19 to October 2021, the number of Nghe An workers returning from Covid-19 epidemic areas to their hometowns was very large, the province welcomed more than 99,957 citizens. The Department of Labor, Invalids and Social Affairs has actively coordinated with departments, branches and localities to organize the reception and medical quarantine of citizens returning from epidemic areas to ensure safety.
Departments and branches have focused on directing and grasping the situation of labor and employment, especially laborers returning from epidemic areas to the locality and Nghe An laborers returning from abroad. Consulting on many synchronous solutions to focus on solving employment for workers; strengthening the organization of job fairs and job transactions at the grassroots level...
Of the 45,292 people returning to their hometowns to avoid the epidemic and need to find jobs, 9,518 have been accepted to work in enterprises in the province; 9,323 people have returned to work at old enterprises (outside the province); the remaining workers have created jobs locally in farms, cooperatives, business households, production households, livestock and crop farming, etc.
It is estimated that in 2021, jobs will be created for 40,294 people (104.66% of the plan). Many businesses and production and business establishments have resumed operations, safely and flexibly adapted, and effectively controlled the Covid-19 epidemic. Workers returning to their hometowns in need of employment have received attention and achieved important results. Agencies and localities have implemented this well, such as: Provincial Employment Service Center, Nghi Loc, Tuong Duong, Nghia Dan, Do Luong, and Hoang Mai districts.
In addition, the Department has advised the Provincial People's Committee to direct the timely implementation of Resolution 68/NQ-CP dated July 1, 2021, No. 126/NQ-CP dated October 8, 2021 of the Government on implementing a number of policies to support employees and employers facing difficulties due to the Covid-19 pandemic in the province.

As of December 22, 2021, all 12 support policies have been implemented by the province. The policies have been put into practice and have been agreed upon and highly appreciated by the majority of workers and businesses.
Total approved beneficiaries: 136,802 beneficiaries (including 126,618 direct beneficiaries, additional support for 10,184 pregnant women and children) with proposed support budget of 201 billion VND.

At the conference, many opinions from the connecting points said that many places are still receiving feedback on the issue of resolving the support regime for workers facing difficulties during the pandemic according to Resolution No. 68/NQ-CP, Decision No. 23/2021/QD-TTg, Decision No. 22/2021/QD-UBND. Accordingly, the policies stipulated in this Resolution and Decision cannot cover all groups of subjects affected by the Covid-19 epidemic; the implementation progress in some localities is slow.
Some targets and tasks of the industry's fields of operation such as: Sending workers to work abroad under contract,Vocational training enrollment, the number of workers supported to learn vocational skills according to the policy of Decision 46/2015/QD-TTg of the Prime Minister, the rate of voluntary drug addiction treatment is low. The connection between labor supply and demand is difficult; children drowning, abuse, violence, and children breaking the law still occur in some localities.

In the coming year, many solutions will be needed to adapt to the “new situation” when the Covid-19 pandemic is still complicated. The industry will continue to proactively and effectively implement policies to support employees and employers facing difficulties due to the Covid-19 pandemic.

Concluding the conference, comrade Bui Dinh Long said: Although the policy of ensuring social security and solving employment for workers has had remarkable achievements. However, the employment issue also needs to be considered when many ordinary workers in the province have not been able to access job positions in enterprises, companies, and factories in the province. Besides, vocational training is also an issue worth considering when currently attracting workers to study vocational training is facing many difficulties. Therefore, we need to improve the quality of vocational training for students. "How to have people learn, how to improve the quality of workers' skills to help them increase their income is something we have to think about, to come up with the most specific and feasible plan", the Vice Chairman of the Provincial People's Committee emphasized.
The Vice Chairman of the Provincial People's Committee also said: Regarding the support for workers and employers facing difficulties due to the pandemic according to Resolution 68, although many localities have done well, there are also many localities with difficulties and slow implementation.
Besides, the work of reviewing poor households according to the new standards for the period 2021-2025 is still not completed in many districts, we need a deadline for localities to focus on this work better.
