Deploying solutions to ensure security and order in border areas, ethnic minority and mountainous areas in the new situation
(Baonghean.vn) - On the afternoon of October 24, the Provincial People's Committee held a conference to deploy the work of ensuring security and order in border areas, ethnic minority areas and mountainous areas of Nghe An province in the new situation.
The conference was chaired by Comrade Le Hong Vinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee. Also attending were representatives of leaders of provincial departments, branches and sectors; Secretaries, Chairmen of the People's Committees and armed forces of districts in border areas, ethnic minority and mountainous areas.
Over the past time, thoroughly grasping the Party's guidelines and policies, the State's policies and laws, along with the special leadership and direction of the Provincial Party Committee and the Provincial People's Committee, the security and order situation in border areas, ethnic minority areas and mountainous areas of Nghe An province has been maintained stable.

All levels, sectors and localities have paid attention to leading and directing the implementation of the consolidation and construction of the political system at the grassroots level in association with the building of a mass movement to protect national security, contributing to transforming 98.5% of communes out of the complex security and order focus areas. The basic infrastructure and communication systems have been built and consolidated down to the hamlets and villages. Many models of hunger eradication and poverty reduction associated with ensuring national defense and security have been effective. In particular, the Provincial Police and the districts of Ky Son, Tuong Duong, Que Phong, Thanh Chuong, Anh Son and Con Cuong have mobilized funds to build more than 3,000 houses for the poor and those with housing difficulties.

Local authorities and sectors, with the Public Security and Border Guard forces as the core, have done a good job of state management of security and order, fighting and containing all types of crimes, contributing to peace at the grassroots level. In particular, in 2022, the Provincial Public Security proactively issued and implemented the Project "Building a drug-free border commune". To date, 27/27 border communes are drug-free, 166 inland communes, wards and towns are drug-free, which have been highly appreciated and replicated nationwide by the Ministry of Public Security, Party committees and authorities, and supported by the people.
Local authorities at all levels, sectors and authorities have also effectively implemented international cooperation to resolve issues arising in various fields, contributing to ensuring security and order in border areas, ethnic minority areas and mountainous areas. In particular, the police force has completed the target of building and handing over 21/21 headquarters with a total amount of more than 9.6 billion VND to the Lao border police according to the agreement between the Ministry of Public Security of Vietnam and the Ministry of Public Security of Laos.

To improve the effectiveness of ensuring security and order in the border areas, ethnic minority and mountainous areas of Nghe An province in the new situation, the conference also directed all levels, sectors and localities to continue to focus on thoroughly grasping and implementing the Party's guidelines and policies, the State's policies and laws on border, mountainous and ethnic areas. The heads of Party committees and authorities at all levels are primarily responsible for leading and directing the work of ensuring security and order in their localities; assigning, decentralizing and directing comrades in the Standing Committee and Executive Committee to regularly direct, inspect and guide assigned areas to resolve emerging security and order situations right at the grassroots level.


In his concluding remarks at the conference, comrade Le Hong Vinh emphasized that it is necessary to unify the perception that the task of ensuring security and order in border areas, ethnic minority areas and mountainous areas is a common task of the entire political system. Therefore, all levels, sectors and localities need to strengthen coordination, organize and grasp the area, promptly handle violations of the law; promptly prevent acts of sabotage... Continue to build a "drug-free commune", moving towards building a "drug-free district".

Focus on synchronously and resolutely implementing plans, projects, and measures to prevent and combat the plots and activities of hostile and reactionary forces to sabotage and divide the great national unity bloc. Strengthen the grassroots political system to be truly strong, especially in border areas, remote and isolated areas. Enhance the capacity and fighting strength of Party organizations, and the management and operation capacity of grassroots authorities; consolidate the potential and combined strength to protect national defense and security on the border.
Prioritize investment resources to preserve and promote the fine cultural identity of ethnic minorities, eliminate backward customs and practices. Invest in building infrastructure, effectively implement social security policies, and sustainably reduce poverty. Timely resolve pressing issues that arise in the process of implementing the task of socio-economic development in the Western Nghe An region.


Continue to promote the building and consolidation of people's security, people's security posture associated with the national defense, national defense posture, and the "people's hearts posture" firmly on the border. Strengthen international cooperation, consolidate the special friendship and solidarity with the government and functional agencies between Nghe An and the neighboring provinces of Laos.
