In that spirit, the training program on disseminating the law on population and family planning is extremely important. Especially at present, the four provinces of Ha Tinh, Quang Binh, Quang Tri and Nghe An have not yet reached the replacement fertility level and still face many challenges and difficulties in the process of implementing population targets.
Population quality is not guaranteed, the rate of malnutrition in children and some other diseases in ethnic communities with consanguineous marriages is still higher than in other provinces in the country.
According to the plan, the training course will introduce Resolution No. 137/NQ-CP dated December 31, 2017 promulgating the Government's Action Program to implement Resolution No. 21 - NQ/TW dated October 25, 2017 of the 6th Conference of the 12th Party Central Committee on population work in the new situation. In addition, it will introduce new legal documents related to population and family planning work.

Through this program, it helps population workers in the province clearly identify the main contents and tasks to develop programs and action plans, organize implementation, check, monitor and evaluate the implementation of the Government's action program.
At the same time, provide guidance on solving difficulties and answering questions in the process of implementing population work, contributing to improving the effectiveness of the state by law.
