Implementation of the Construction PlanVinh CityThe "drug-free" initiative aims to gradually control, prevent, and eliminate drug-related crimes and social ills. It seeks to thoroughly dismantle complex drug trafficking organizations, networks, and hotspots; effectively prevent and combat illegal drug trafficking and transportation networks from Laos and other places to Vinh City for consumption; and prevent Vinh City from becoming a key drug transit point for Nghe An province and the entire country.

Absolutely no production or cultivation of plants containing narcotic substances should occur; strict control of drug precursors, addictive substances, and psychotropic substances is required. Improve the effectiveness of drug rehabilitation, management, and reintegration into the community after rehabilitation, reducing the number of new drug addicts. Strict management of drug addicts in society is essential.

Determined to achieve the criteria of being "drug-free" by 2026, Vinh City will be officially recognized by the Provincial People's Committee, laying the foundation for successfully achieving the goal of removing Nghe An province from the list of key and complex drug-related areas.drug.

To achieve the set goals, the Vinh City People's Committee has outlined many contents and solutions for implementation. These include continuing to thoroughly and effectively implement the Party's guidelines and the State's policies and laws on drug prevention and control.

The organization launched the "All People Protect National Security" movement in 100% of communes, wards, agencies, units, businesses, schools, and educational institutions in the city. This included having 100% of representatives from households, agencies, units, businesses, schools, and educational institutions sign a commitment not to participate in drug-related crimes or social vices, and to actively participate in building "drug-free" communes and wards, and building a "drug-free" Vinh City.

Regularly review, survey, classify, and assess the complexity of drug-related issues in each ward and commune within the city to ensuresolution"Keeping" areas free of drugs and "cleaning up" areas contaminated with drugs. At the conference, delegates discussed and highlighted difficulties and obstacles encountered during implementation, and offered suggestions and proposals to ensure the effective implementation of the Plan to build Vinh City into a "drug-free" city.

In his remarks at the conference, Comrade Tran Ngoc Tu - Chairman of the People's Committee of Vinh City - assigned specific tasks to various departments, organizations, and units. Specifically, the City Police Department was tasked with leading and coordinating with relevant functional departments and agencies to comprehensively, decisively, and effectively implement the work of building Vinh City into a "drug-free" city, ensuring timely and substantive results.
