The first section, themed "The Sea, Islands, and the Vietnamese Navy Soldiers - Echoes of the First Victory," includes 120 photographs and many artifacts, which are valuable documents recreating the development of the Vietnam People's Navy, especially the achievements in the first victory (August 2-5, 1964) when the US escalated its bombing of North Vietnam; the heroic tradition of readily sacrificing blood and lives to fight to protect territorial integrity. Through this, it demonstrates the position, role, and importance of Vietnam's seas and islands in the cause of national defense and security; and the building of a regular, elite, and modern Vietnam People's Navy to firmly protect the sovereignty of the seas, islands, and continental shelf of the Fatherland.

The second section, themed "Nghe An and the Sacred Sovereignty of the Fatherland's Seas and Islands," displays 60 photographs recreating the victories and achievements of the army and people of Nghe An during the days of April 2-5, 1964. Along with the people of the whole country, the army and people of Nghe An upheld the tradition of the Nghe Tinh Soviet, heightened their vigilance, and thwarted all enemy plots to attack the North when they encroached upon the airspace and seas of their homeland. The exhibition also displays images reflecting the activities of the Party Committee, government, and people of Nghe An today, focusing on the sacred seas and islands of the Fatherland.

Comrade Bui Dinh Sam wrote his impressions at the exhibition.

The photo exhibition "The Sea, Islands, and Naval Soldiers – Echoes of the First Victory" was held at a time when China was illegally deploying the Haiyang 981 oil rig and continuously engaging in aggressive activities against maritime law enforcement forces on Vietnam's continental shelf and exclusive economic zone for more than two months. With vivid documents and images, the exhibition serves as an opportunity to widely disseminate information to officers, soldiers, and the people, especially the younger generation, to deepen their understanding of the position and importance of the sea and islands, as well as the State's guidelines, viewpoints, and policies on the "Vietnam Maritime Strategy" in national construction and defense; and to highlight the glorious traditions, independent spirit, and resilience of the entire nation's military and people, particularly the Vietnam People's Navy, which is steadfastly protecting the sacred sovereignty of the sea, islands, and continental shelf of the Fatherland day and night at sea.

The exhibition took place from July 12th to July 17th, 2014 at the Nghe An Provincial Cultural and Information Center.
