Dismantling a ring of counterfeiting diplomas and documents of state agencies

(Baonghean.vn) -The Investigation Security Agency of Nghe An Province Police has just dismantled a ring of forging documents and papers of state agencies organized by Truong Quang Thach (born in 1986), residing in Xuan Hong Commune, Nghi Xuan District, Ha Tinh, seizing many types of fake documents and machinery related to the crime.

In early July 2013, at the request of the Nghe An Department of Industry and Trade to clarify suspected fake documents, the Nghe An Provincial Police Investigation Security Agency discovered a ring of fake documents and papers of State agencies operating in the three provinces of Nghe An, Ha Tinh, and Quang Binh, organized by Truong Quang Thach. To commit the crime, Truong Quang Thach colluded with the subjects Nguyen Van Tan (born in 1983), residing in Dong Hoi, Quang Binh, Nguyen Thanh Luan (born in 1972), Nguyen Van Bac (born in 1983), all residing in Le Thuy, Quang Binh, and Pham Hong Tuan (born in 1982), residing in Nghi Loc district, Nghe An, to form a ring to search for people who needed to use fake documents, diplomas, and certificates.

With just the method of scanning, photoshopping and printing with a color printer, a series of fake certificates such as high school diplomas, university, college, intermediate degrees, all kinds of motorcycle and car driving licenses, business licenses, quality inspection stamps, etc. have been directly produced by Thach according to the orders of those who need to use fake documents, diplomas and certificates.

Captain Nguyen Hoang - investigator of the Provincial Police Department's Security Investigation Department said: The subjects operate very sophisticatedly and cunningly, often using many tricks to deal with the police. It took us a lot of effort to find out that the main subject of this line was Thach because Thach never appeared directly to deal with customers but mainly communicated via phone.

After completing the fake diplomas and certificates, Thach sent them to the recipients through means of transport and transportation services and received payment in the same way. If a direct transaction was required, they asked the customer to come to a deserted location, while they sat in a taxi to the meeting point, then rolled down the car window and delivered the goods through the car window, not allowing the customer to see their face.

At Thach's house, the police seized a color printer, a wire frame, a computer, a plastic laminator, and many types of fake diplomas, fake documents, and fake seals of state agencies. Initially, the subjects confessed: To make fake diplomas and certificates, because they had learned about printing and advertising, Thach used computer technology to create fake diploma and certificate templates, fake seals of state agencies, bought anti-counterfeit stamp templates, and then sold them to customers for prices ranging from 500,000 VND to 2 million VND. The subjects Tan, Luan, Bac, and Tuan stood up to find customers. If the customers agreed, they would scan their ID cards, photos, and personal information and send them via email, then send them to Thach to make fake stamps and seals...

The security investigation agency determined that Thach had directly produced nearly 100 types of documents, certificates, and seals for many different sources. Although he got rich from illegal work, Thach was addicted to drugs, so all the money he earned he "burned" on drugs.

According to the investigation agency, this fake diploma ring is connected to many subjects in Ha Tinh, Nghe An, Quang Binh, through many intermediaries, then the diplomas are delivered directly to consumers. In this case, the Security Investigation Agency has prosecuted 5 defendants and clarified many other related subjects. Currently, the case is still under investigation.
