The Da Nang City Police have decided to initiate criminal proceedings, indict the suspects, and arrest the couple Phan Tan Huong (born in 1987) and Do Thi Lan (born in 1986, residing in Hoa An ward, Cam Le district, Da Nang City) for the crime of theft.
Through local intelligence gathering, the Criminal Police Department of Da Nang City Police learned that recently, a series of expensive motorbikes such as Dream, Wave, Air Blade, and Lead... have been stolen by thieves in Da Nang City. What is particularly unusual is that these stolen vehicles quickly and mysteriously "vanished" from Da Nang City.
During the investigation, which focused on monitoring the activities of individuals with criminal records and suspicious behavior related to property theft, the Criminal Police Department discovered a ring stealing expensive motorcycles from Da Nang City and transporting them to Ho Chi Minh City for resale. Based on the information gathered, the detectives identified the mastermind and leader of this ring as Ha Thanh Tung (born 1975, residing in Ward 1, District 10, Ho Chi Minh City), who was wanted nationwide by the Criminal Investigation Agency of Da Nang City Police for property theft. Tung "spread the word" to motorcycle thieves in Da Nang that he would buy genuine Honda motorcycles at a high price. If they stole a motorcycle, they should contact Tung, and someone would come to pick up the vehicle and hand over the money.
The Da Nang City Police determined this was a large-scale theft ring and established Special Task Force 316T to track down the suspects. Through a series of audacious thefts, the suspects gradually came to light. Suspicion arose because many victims had seen a man and woman acting mysteriously at the locations where their vehicles were stolen. This couple was identified as Phan Tan Huong and Do Thi Lan.

For example, in just two minutes, Lan broke the lock and stole a scooter with license plate 43R1-9168 belonging to Ms. Duong Thi Hue. Ms. Hue had just parked her scooter to go into a store to buy something when, in the blink of an eye, Lan broke the lock, then gave it to her husband to transport to Tung in Ho Chi Minh City. Using the same trick of pretending to go for a stroll, this suspect then stole another scooter with license plate 78F1-109.19 belonging to Mr. Nguyen Tan Thanh…
The investigation team determined that the most important lead in the case was the "kingpin," Ha Thanh Tung. From a truck with fake license plates carrying a series of stolen motorcycles, carried out by Huong and her husband, the detectives tracked down Tung's hideout in a small alley on An Duong Vuong Street, Ho Chi Minh City.
In an effort to dismantle the entire gang, two key figures involved in assisting the trio of Huong, Lan, and Tung in selling stolen vehicles – Le Dinh Nhan (born in 1990, residing in Thac Gian ward) and Truong Minh Thien (born in 1992, residing in Vinh Trung ward, both in Thanh Khe district, Da Nang city) – were also closely monitored. These two individuals specialized in transporting stolen vehicles from Da Nang to Ho Chi Minh City for Tung, receiving a payment of 500,000 to 700,000 VND for each successfully transported vehicle.
The decision to crack the case was made on April 7th, when Nhan and Thien were caught red-handed transporting goods to Tung by detectives. Faced with irrefutable evidence, Tung confessed to all his actions. Tung admitted that in a short period of time, he had received nearly 70 expensive motorcycles, mainly SH and Led models, from Da Nang to Ho Chi Minh City to sell to others, earning hundreds of millions of dong in illicit profits.
After apprehending "the ringleader" Ha Thanh Tung and gathering crucial information, they felt they had enough evidence to arrest the couple Phan Tan Huong and Do Thi Lan. Therefore, two investigative teams tracked the suspects. Huong and his wife were caught red-handed just as they were preparing to repeat their old scheme.
