Dismantling 2 billion-dollar fraud rings from selling lottery numbers online
(Baonghean.vn) - The Criminal Police Department of Nghe An Province has just dismantled two high-tech fraud rings that appropriated assets by buying and selling lottery numbers. The amount of money that the subjects appropriated was up to billions of dong.
Through the investigation, the Criminal Police Department discovered that Ho Sy Cuong (born in 1995), residing in village 6, Quynh Giang commune (Quynh Luu) had many suspicious signs, many unclear assets and time. The investigation team determined that from October 2019, Cuong opened a website, pretending to be an acquaintance of the lottery company, able to predict lottery results to "check the numbers", get lottery numbers, and sell them on social networks.
Based on the evidence collected, the Investigation Committee issued an emergency arrest warrant for Ho Sy Cuong for fraud and property appropriation. At the police station, Cuong confessed to all his crimes. Initially, the Investigation Committee proved that the amount of money Cuong had appropriated from the victims through bank accounts was over 500 million VND.

According to investigators, this is not a new method of property fraud. In 2019, the Criminal Police Department dismantled a fraud ring using this form, clarifying the amount of money embezzled to be 26 billion VND. The subjects arrested in this ring are from Quynh Lam commune, Quynh Luu district, Nghe An.
By the end of 2019, this trick continued to be popular in this locality. These subjects set up many websites advertising people from lottery companies or having a prestigious expert council specializing in analyzing, "predicting" lottery numbers, or soccer odds with 100% accuracy. At the same time, they set up many fake Facebook and Zalo accounts using many unregistered phone numbers to advertise lottery numbers, soccer odds to appropriate property.
The prices that the subjects give for the numbers depend on the ratio and probability, thereby they "magically" give exorbitant prices from 2 - 3 million to tens of millions of VND. With this trick, on average each day the subjects earn 4 - 5 million VND.
Recently, the Criminal Police Department has also received many reports from victims about being scammed and having their property stolen through the YouTube channel SC 7777. During the investigation, the police discovered that the owner of this YouTube channel resides in Hung Yen province.
Notably, this subject created a YouTube channel to sell lottery results. Specifically, the SC 7777 channel has more than 20,000 subscribers who regularly post and predict lottery results and share phone numbers for customers to contact. Every day, there are tens of thousands of views and hundreds of comments.

The police determined that the information that the subjects provided was completely baseless and showed signs of fraud and property appropriation, causing extremely serious consequences. Not only that, the activities of the subjects also promoted gambling, which greatly affected the security and order situation. Therefore, the Criminal Police Department has verified and collected information about the subjects who registered to use this YouTube channel.
For more than 3 months, the Task Force has uncovered the mystery behind Youtube channels, exposing the sophisticated tricks of transnational lottery and lottery fraud rings, thereby revealing the ringleaders.
The task force has urgently arrested Le Van Cu (born in 1991), residing in village 10, Xuan Quang commune, Van Giang district (Hung Yen). Initially, the investigation police agency has proven that the amount of money Cu has appropriated from the victims on the Internet is about 10 billion VND.
