Building a naval base in one of Ukraine's port cities on the Sea of Azov would require a lot of money and time, which Ukraine is currently in dire need of, said Deputy Minister for the Temporarily Occupied Territories Georgy Tuka.
"I am not a supporter of the argument that if we build a base in Berdyansk or Mariupol, in a month we will have a powerful navy - this does not correspond to the current reality or the needs of modern warfare, including naval warfare," Georgy Tuka told the Ukrainian TV channel "Pryamoi". According to him, "to realize (the construction of the base) requires a huge amount of money, which the Ukrainian budget is extremely limited, as well as a long enough period of time, which we cannot provide."

California officials cited “extraordinary chaos” to explain the sudden jump in the number of people missing from the wildfires from 130 to 631. Butte County Fire Chief Kory Honea said the number of missing people doubled from November 14 to November 15, after tallying emergency calls since the Camp Fire began a week ago, according toAFP."I want you to understand that we are dealing with an extremely unusual chaos," he told reporters about the sudden increase in the number of missing people to 631.
Rescue crews have recovered seven more bodies, bringing the death toll from the Camp Fire in Northern California to 63. At least three others have also died in the Woolsey Fire in Southern California.

According to a VNA correspondent in Berlin, the majority of German voters believe that Angela Merkel should continue her work as German Chancellor until the end of her term, even after she gives up her position as leader of the Christian Democratic Union (CDU) party in December. This is the result of the latest survey conducted by the Deutschlandtrend program and announced by the German television channel ARD on November 16.
The poll found that more than three-quarters of CDU voters want Merkel to stay in power, as do more than half of voters who support the green party, the left-wing party and the center-left Social Democratic Party of Germany (SPD).
7 peacekeepers killed in clash with Congo rebels

UN spokesman Stephane Dujarric has confirmed that six Malawian and one Tanzanian peacekeepers were killed during an operation against Allied Democratic Forces (ADF) rebels in the north of the country. The operation took place on November 14 in the Beni region, with the peacekeepers and the DRC government forces jointly conducting the operation. According to Dujarric, 10 peacekeepers were also injured in the gunfire and one is currently missing.
The UN mission in Congo is the world's largest peacekeeping mission, with more than 18,000 personnel. It is tasked with monitoring compliance with a peace agreement by the country's armed factions.

North Korea's state news agency KCNA reported on the morning of November 16 that the country had deported a US citizen who had been arrested in October after illegally entering the country from China. KCNA identified the US citizen as Bruce Byron Lowrance. Another US citizen with the same name was deported by South Korea last October after being found near the border with North Korea.
According to KCNA, American citizen Bruce Byron Lowrance confessed that he was under the control of the Central Intelligence Agency (CIA). A spokesperson for the US Embassy in Seoul, South Korea has not yet commented on this information.

Nuon Chea, born in 1926, former Chairman of the National Assembly, was known as Pol Pot's right-hand man, while Khieu Samphan, born in 1931, was former President of the Democratic Kampuchea regime.
In the second trial, coded 002/02, two Khmer Rouge leaders were tried on additional charges of crimes against humanity, including murder, mass murder, enslavement, torture, political persecution, racial and religious discrimination; genocide in relation to the killing of ethnic Cham and Vietnamese minorities in Cambodia, and numerous violations of the Geneva Conventions. The interrogation and trial of the second trial lasted more than 4 years, from October 2014.
Bus catches fire in Zimbabwe, 42 passengers killed

At least 42 people were killed and 20 others injured in a suspected petrol canister explosion on a bus in the southwestern region of Zimbabwe on November 16. The incident occurred on the route connecting the two cities of Bulawayo and Beitbridge, southwestern Zimbabwe, as the bus was traveling from Midlands province to South Africa.
Images on local media showed the bus engulfed in flames. The exploding petrol can was believed to have been used by a passenger.

Reuters on November 16 quoted US Supreme Court Justice in California Ioana Petrou as saying that the lawsuit over Monsanto's Roundup herbicide causing cancer will be opened in March 2019. Monsanto, now owned by Bayer Group (Germany), is currently facing about 9,300 lawsuits in the US.
The trial is being closely watched by the public, especially after the first trial in San Francisco in August ordered the company to pay Dewayne Johnson $289 million (nearly 6,706 billion VND) in damages for glyphosate-containing weed killers causing cancer. The jury later reduced the damages to $78 million, and Bayer said it would appeal. The upcoming trial is expected to be held on a lawsuit filed by Alva and Alberta Pilliod, who allege they both developed leukemia after regularly using Roundup weed killer from 1975 to 2011.
