What is the foreign language proficiency of this year's new professors and associate professors?

The State Council for Professor Titles has just announced the list of candidates meeting the standards for the titles of Professor and Associate Professor in 2017.
The total number of people meeting the standards of Professor and Associate Professor in 2017 was 1,226 people, an increase of nearly 60% compared to the previous year.
Because the number of people awarded the title of Professor and Associate Professor has increased dramatically at a time considered "sensitive" - only 1 year left until the new standards for awarding the titles of Professor and Associate Professor will be applied, many opinions say that this could be a "sweep train" before the standards for reviewing Professors and Associate Professors change in a more stringent direction in the near future.
According to the new regulations, candidates must have at least 1-2 international publications. This is considered a huge barrier for many people. The limited ability of Vietnamese authors in using foreign languages is said to be one of the main reasons why articles are rejected for publication by international journals.
In response to concerns about the quality and foreign language ability of the 2017 Professor and Associate Professor candidates, the State Council for Professor Titles affirmed: The English ability of this year's candidates is better than previous years, especially young candidates. Candidates are allowed to study abroad under the Government's Project 322 and Project 911, candidates from higher education institutions that have had effective international cooperation. Most candidates are good at using foreign languages in research.
This is reflected in the rapid increase in scientific articles published in ISI and Scopus journals by candidates in recent years, reaching 5,316 in 2017.The most is Physics, with 1,177 published scientific articles.
Many candidates have scientific research topics that have been applied and transferred technology, bringing good economic and social efficiency.

According to calculations, the average age of Professors this year is 53. The ratio of female Professors and Associate Professors has increased to 28 - 29%. Ho Chi Minh City and Hanoi are the two localities with the highest number of qualified Professors and Associate Professors.
Among the 85 recognized professors, the Medicine sector has the highest number of professors with 19 people. The number of associate professors in this sector is 172 people.
