Submit to Nghe An Provincial People's Council for consideration of decentralization to district level to implement 3 National Target Programs
On the morning of August 24, the Economic - Budget Committee, Nghe An Provincial People's Council held a meeting to review draft resolutions related to the socio-economic field to be submitted to the 22nd session (special session), 18th term, term 2021 - 2026, scheduled to be held on August 29, 2024.
Attending the review meeting were members of the Provincial Party Executive Committee: Nguyen Nhu Khoi - Vice Chairman of the Provincial People's Council; Thai Thi An Chung - Deputy Head of the Provincial National Assembly Delegation; members of the Economic - Budget Committee of the Provincial People's Council, and leaders of a number of relevant provincial and local departments and branches.
Comrade Cao Tien Trung - Standing Member, Head of Economic - Budget Committee, Provincial People's Council chaired the review meeting.
Reviewing the draft resolution on piloting the decentralization mechanism in the management and implementation of national target programs for the period 2024 - 2025, the meeting members agreed to submit this resolution to the Provincial People's Council for consideration and approval at the thematic session, and at the same time give opinions on a number of related contents regarding the scope of adjustment, selection of districts to pilot the decentralization mechanism and decentralization content, implementation organization.
Accordingly, the two districts of Ky Son and Que Phong were selected to pilot the decentralization mechanism according to Resolution No. 111, dated January 18, 2024 of the National Assembly.
The specific proposed decentralization content is: The People's Councils of Ky Son and Que Phong districts are allowed to decide on adjusting the plan for allocating public investment capital and regular expenses among national target programs in the medium-term public investment plan, annual capital investment plan, and annual state budget estimates assigned by competent authorities; the structure of state budget capital sources between investment expenditure and regular expenditure of component projects that are no longer eligible for support to focus capital on implementing other component projects under national target programs for the period 2021 - 2025.
The results of the pilot implementation of decentralization for the two localities will be assigned to the Provincial People's Committee and the localities to implement and report to the Provincial People's Council at the regular meeting at the end of 2025.
Reviewing the draft resolution promulgating the list of public service projects using the state budget in the field of industry and trade in Nghe An province, the issue that the Economic - Budget Committee of the Provincial People's Council is interested in proposing the Department of Industry and Trade to continue reviewing the lists in accordance with the Government's regulations, while avoiding duplication with the list deployed by the Provincial Center for Investment, Trade and Tourism Promotion.
Examining the draft resolution on investment policy for the project to build a connecting road between National Highway 7C (Do Luong district) to Ho Chi Minh Road (Tan Ky district) and National Highway 48E, the Economic - Budget Committee of the Provincial People's Council requested the drafting agency to clarify some contents of the project, including issues on investment rate, scale, bridge items, connecting roads, etc. so that when concretized in implementation, it will be convenient and in accordance with current legal documents.
The Economic - Budget Committee of the Provincial People's Council also reviewed and agreed to submit to the Provincial People's Council for consideration a draft resolution adjusting the 2024 public investment plan from the local budget and 3 draft resolutions adjusting investment policies.
Including the draft resolution to adjust the investment in the Project to upgrade and expand Binh Minh Road (Cua Lo town); the project to avoid National Highway 1A, section Quynh Hau - Quynh Hong - Quynh Dien - Quynh Giang, Quynh Luu district; the project to renovate and upgrade the road connecting from Provincial Road 534 in Tan An commune, Tan Ky district with Provincial Road 534D in Phu Son commune, Tan Ky district to Ho Chi Minh road and to Cay Chanh, Anh Son district, Nghe An province.
Review the draft resolution on adjusting the State Budget estimate for 2024 and the plan for allocating the budget for recording revenue and expenditure of non-refundable aid capital from local budget sources; the Economic - Budget Committee, the Provincial People's Council requests the Department of Finance to pay attention to allocating resources to pay for salary increases.
The Economic - Budget Committee of the Provincial People's Council reviewed draft resolutions on converting forest use purposes to other uses to implement investment projects in the province; draft resolutions on adjusting the central budget capital plan to implement the National Target Program on New Rural Construction for the period 2021 - 2025 and annually (phase 2); draft resolutions promulgating the list of public service services using the state budget in the field of Industry and Trade in Nghe An province.
