Submit to the National Assembly for decision on the policy of adjusting the National Land Use Plan

On the morning of October 23, at the National Assembly House, continuing the 8th Session, the National Assembly listened to the Submission and Verification Report on the policy of adjusting the National Land Use Planning for the 2021-2030 period, with a vision to 2050.

Authorized by the Prime Minister, Minister of Natural Resources and Environment Do Duc Duy presented the Proposal on the policy of adjusting the National Land Use Planning for the 2021-2030 period, with a vision to 2050.

At the time the National Assembly approved the National Land Use Plan, the National Master Plan and many national sectoral plans, regional plans, and provincial plans had not been approved. Therefore, the land use needs in the national land use plan and planning had not been fully and accurately determined.

After these plans are approved, it is necessary to adjust the National Land Use Plan to suit practical requirements and ensure consistency in the planning system.

Regarding the expected contents of the adjustment of the National Land Use Plan, according to the provisions of the 2024 Land Law, the Government will submit to the National Assembly the adjustment of the National Land Use Plan with the main contents including: Adjusting 8 land use indicators including: agricultural land group (including land types: rice land, special-use forest land, protective forest land, production forest land is natural forest); non-agricultural land group (including land types: national defense land, security land); Not submitting to the National Assembly for approval of the National Land Use Plan.

The calculation and determination of 8 land use indicators in the revised National Land Use Plan this time needs to be carefully reviewed and balanced with land use indicators of sectors, fields and localities, in which priority is given to allocating land funds for national defense and security purposes, stabilizing rice land funds to ensure national food security, strictly managing forest land, maintaining forest cover to contribute to protecting the ecological environment, responding to climate change and achieving sustainable development goals.

The Government proposed the content of the National Assembly's decision on the policy of adjusting the National Land Use Plan as follows: "Agreeing in principle to assign the Government to organize the preparation and adjustment of the National Land Use Plan for the 2021-2030 period, with a vision to 2050, to submit to the National Assembly for approval in 2025" and included it as a content in the Joint Resolution of the 8th Session, 15th National Assembly.

However, the National Assembly's Economic Committee requested the Government to assess the impact of policies and laws on the implementation of land use indicators; continue to review and clarify the reasons for proposing adjustments to land use planning indicators, ensuring they are close to practical needs.

In addition, the Government needs to review and update data to increase accuracy and persuasiveness, clarify the impacts of land use planning adjustment plans on urbanization and infrastructure development; carefully review local land use needs and have appropriate allocation plans.

At the same time, it is important to note that the planning process must ensure the strategic orientations of the Party and State in maintaining the area of ​​rice fields and forest cover, paying attention to the arrangement of residential land and production land for ethnic minorities, and land to respond to climate change such as landslides, flooding, and land alluvium, etc.

Also this morning, the National Assembly discussed in the hall a number of controversial contents of the draft Law on Juvenile Justice.
