Trinh Xuan Thanh: From a blue-plate Lexus to a red-wanted criminal

At that time, Hau Giang province leaders explained that because the locality lacked cars, Mr. Thanh borrowed this car worth more than 5 billion to bring to Hau Giang for work convenience. The Traffic Police Department (PC67) of Hau Giang Police issued blue license plate 95A-0699 for the private car to serve Mr. Thanh's travel needs.
After the press reported, the authorities stepped in to clarify and determined that Trinh Xuan Thanh was not eligible to be picked up by a blue-plate car at that time. At this time, Hau Giang Provincial Party Committee admitted that the issuance of a blue-plate car for the Lexus LX570 was wrong.
Along with that, the press also reflected the heavy losses of the Vietnam Oil and Gas Construction Joint Stock Corporation (PVC), where Mr. Thanh held key leadership positions from 2007 to 2013.
However, Mr. Thanh was still appointed to hold many important positions and became Vice Chairman of Hau Giang province. At the same time, Mr. Thanh was also nominated to run for and was elected to the 14th National Assembly.

On June 16, 2016, at the meeting of the People's Council of Hau Giang province, Trinh Xuan Thanh did not appear in the list of candidates for the position of Vice Chairman of the province for the new term. Previously, Trinh Xuan Thanh had written a petition to the Provincial Party Committee and the Provincial People's Council for the 2016-2021 term, requesting not to be re-elected to the position of Vice Chairman of the Provincial People's Committee for the 2016-2021 term.
On July 11, 2016, the Central Inspection Committee issued a notice concluding: “During the period from 2007 to 2013, Trinh Xuan Thanh and the Standing Committee of the Party Committee, the Board of Directors, and the Board of Directors of PVC Corporation were irresponsible, lax in leadership, lacked inspection and supervision, violated the provisions of the law on economic management, causing many violations and losses of 3,298.27 billion VND (period 2011-2013)”.
On July 15, the National Election Council did not recognize the status of National Assembly deputy of Mr. Trinh Xuan Thanh.
On July 18, General Secretary Nguyen Phu Trong assigned the Standing Committee of the Central Public Security Party Committee to direct units to investigate the loss of nearly 3,300 billion VND (2011-2013 period) at PVC.
At the 6th session from September 6-8, 2016, the Central Inspection Committee proposed that the Secretariat discipline Mr. Trinh Xuan Thanh, Provincial Party Committee member and former Vice Chairman of the People's Committee of Hau Giang province, by expelling him from the Party.
The reason given by the Central Inspection Committee was: "Realizing that Mr. Thanh's shortcomings and violations are very serious, causing public outrage and affecting the reputation of the Party and State."
Then, the Secretariat voted by secret ballot, with 100% of votes agreeing to expel Mr. Trinh Xuan Thanh from the Party.
Red wanted criminals
Trinh Xuan Thanh is said to have left Vietnam at the end of July 2016 when he sent a request to the Hau Giang Provincial Party Committee to request leave from25-29/7/2016.
On August 19, 2016, Trinh Xuan Thanh submitted a second request for a one-month leave (August 3 - September 2) to go abroad for medical treatment and his whereabouts have been unknown since then.
On September 15, 2016, the Ministry of Public Security issued a decision to prosecute the criminal case: Intentionally violating state regulations on economic management causing serious consequences at PVC and its member units.
At the same time, a decision was made to prosecute 4 defendants including: Vu Duc Thuan, former General Director; Nguyen Manh Tien, Deputy General Director; Truong Quoc Dung, former Deputy General Director; Pham Tien Dat, former Chief Accountant of PVC.
On the same day, the Ministry of Public Security also issued a decision to prosecute Trinh Xuan Thanh. After determining that the subject had fled, the Investigation Police Agency issued an international arrest warrant. According to Deputy Minister of Public Security Le Quy Vuong, the arrest warrant for Trinh Xuan Thanh is a red warrant.
On March 15, at the appeal trial of the defendants in the case of fraudulently selling land to nearly 500 customers in the Thanh Ha A urban area project (Hanoi), the Trial Panel of the High People's Court in Hanoi determined that suspect Trinh Xuan Thanh was involved in the case, so they announced the decision to prosecute this subject for the crime of embezzlement of property.
Last April, at the Standing Committee meeting of the Central Steering Committee on Anti-Corruption, General Secretary Nguyen Phu Trong, Head of the Steering Committee, directed: "Focus on investigating and expanding the case that occurred at PVC; at all costs, arrest and extradite Trinh Xuan Thanh to serve the investigation and handling of the case."
In May, President Tran Dai Quang signed a decision to cancel the decision to award the third-class Labor Medal to Trinh Xuan Thanh.
At the same time, President Tran Dai Quang also decided to cancel the title of Labor Hero, First Class Labor Medal, and Second Class Labor Medal for PVC.
Today, July 31, Trinh Xuan Thanh came to the Criminal Investigation Department of the Ministry of Public Security to surrender. The Ministry of Public Security's Investigation Department has completed the procedures to receive the criminal's surrender in accordance with the law.
