Earlier, at 3:00 AM on July 22nd, residents of Dien Cat commune spotted two individuals on a Sirius motorbike acting suspiciously and assigned people to follow them. Upon discovering the passenger using a noose to steal a dog, the residents immediately shouted and chased after them. The two suspects fled for a short distance before falling. The residents apprehended the driver, while the passenger, taking advantage of the darkness, escaped with the dog.

At the police station, the suspect identified himself as Tran Huu Dung (born in 1969), residing in Hamlet 6, Dien Loi Commune, Dien Chau District. His accomplice was Dang Trong Binh (born in 1976), residing in Hamlet 6, Dien Cat Commune. Both were drug addicts and broke, so they conspired to steal dogs. Dung drove the motorbike while Binh sat behind. When they spotted a target, Dung would drive ahead while Binh used a noose to catch the dog. Using this method, they successfully stole two dogs on July 20th and 21st. On July 22nd, while attempting their third theft, they were discovered and apprehended by local residents.

Tran Huu Dung had two previous convictions for theft, one conviction for illegal possession of narcotics, and recently, he was fined 1.5 million VND by the Dien Loi commune police for theft. However, old habits die hard; when his addiction flares up, Dung commits theft again to get money to buy drugs...

On July 28th, the Dien Chau District Police issued a decision to initiate criminal proceedings and indict Tran Huu Dung for theft; they are continuing to pursue Dang Trong Binh and expanding the investigation into the case.
