Regarding this issue, the authorities said: While waiting for a new, changed or reissued driver's license, people can still participate in traffic if they can clearly prove their valid status. In case the driver's license data has been integrated into the system, the driver can present an electronic copy via the VNeID application for the Traffic Police to check and verify.

In case the data has not been updated due to insufficient processing time (usually about 3 working days), the driver can provide the citizen identification number or old driving license number (PET card type). Based on this information, the authorities will look up the professional system to compare and confirm the driving license status.

In addition, people can also use the appointment paper to receive the driving license, a photo of the old driving license as evidence during the inspection process.

Currently, the issuance and exchange of driving licenses are carried out in two forms: directly at the competent authority or online registration via the National Public Service Portal.
