Minister To Lam said that the Ministry of Public Security has reviewed and revoked almost all of the issued plates. There are currently about 20 plates that have not been revoked because the unit has been disbanded, or the vehicles are too old... Currently, the issuance of license plates is carried out in accordance with the provisions of the law.

Basically revoke license plates 80A, 80B issued to businesses

The Minister said that the situation of child abuse crimes is very complicated, 80% of the victims are girls, the criminals are mostly acquaintances, relatives... the common reason is that the propaganda work is not very effective; many families do not care about taking care of their children; sex education and skills to prevent child abuse are still limited; reporting and receiving reports of child abuse are not timely, facing many difficulties... To prevent this type of crime, in addition to improving the effectiveness of propaganda work, the Ministry will promote activities to fight, prevent, investigate and strictly handle criminals.

Regarding solutions to prevent robbery and snatching crimes, the Minister said that this type of crime often occurs in big cities. Hanoi and Ho Chi Minh City alone account for about 20% of the total number of snatching cases nationwide. To prevent this type of crime, in addition to strictly managing the subjects, the Ministry will increase patrols, controls, ambushes, and establish special projects to fight against subjects and criminal gangs...
Regarding organized crime violations involving a number of generals and police officers, Minister To Lam said that the Ministry of Public Security has recently investigated and prosecuted five cases. This is a great lesson in personnel management and professional management... The Ministry has been implementing many solutions to rectify and prevent this situation.

The situation of child abuse crimes is complicated.

The Minister said that the situation of child abuse, especially sexual abuse, is very complicated and is of great concern to public opinion. In 2017, the number of child abuse cases discovered was 1,592 (a decrease of 15%), of which sexual abuse was the main cause, accounting for 84% of child abuse cases. In the first 6 months of 2018, 612 child abuse cases were discovered nationwide, of which sexual abuse was the main cause, with 209 child rape cases occurring, an increase of 4 cases. According to Minister To Lam, the victims of sexual abuse are mainly girls, accounting for about 80% of the victims.

The Minister of Public Security said that the offenders mostly have no criminal record and are often close acquaintances with the victims, but recently there have been a number of cases of abuse that have caused public outrage. In addition, the media coverage of child abuse cases has heated up the cases, causing long-term trauma for the victims and their families. Some cases were initially handled inappropriately, causing public suspicion of the agencies involved in handling the cases.

Analyzing the reasons why child abuse has become more complicated, Minister To Lam said that it is mainly due to the ineffective dissemination of legal knowledge; the mass movement to participate in crime prevention and control is not widespread; the coordination between schools, families and society in education is not close; many families do not care, lack knowledge and skills to protect girls...

Regarding the shortcomings and difficulties in detecting and handling cases by the authorities, Minister To Lam said that due to the untimely reception and handling of information on denunciations of child abuse; the work of statistics on the results of handling denunciations of crimes is still inadequate; the skills of handling information on child abuse are still limited; the denunciation and reporting of child sexual abuse crimes are still slow, so accessing the scene and collecting evidence is extremely difficult, many cases cannot be overcome, affecting the results of investigation and handling of this type of crime.

On the other hand, child sexual abuse cases are often sensitive, so victims and families are often reluctant to report them, leading to repeated abuse; families lack cooperation with investigative agencies in providing evidence. Most child abuse cases lack direct witnesses, children do not have complete awareness, and are panicked, so their statements are inaccurate. In some cases, victims do not provide consistent information, following the instructions of their parents, making the investigation difficult. The evaluation of documents and evidence between the prosecution agencies is not consistent, causing some cases to remain unprocessed.

Regarding solutions, Minister To Lam said that on August 6, the Government held an online workshop, in which many specific solutions were proposed to prevent and combat violence and child abuse.

“According to the functions of the Ministry of Public Security, we are directing local police to deploy a number of key tasks to implement these measures, such as: Proactively advising local authorities to disseminate legal knowledge to people, especially knowledge related to child abuse; promoting the implementation of specialized topics on preventing and combating child abuse crimes; and rectifying the work of receiving and handling information on crime denunciations,” said Minister To Lam.

Regarding the current specialized investigation force, Minister To Lam said, "The Ministry of Public Security has formed a force to fight this crime, participating not only domestically but also internationally in investigating child sexual abuse."


"Bloody lessons" in personnel management

Questioning the Minister of Public Security, delegate Luu Binh Nhuong said: Voters are upset about many organized crime cases involving a number of police officers recently. Among them, the Vu "Nhom" case is a typical case showing the abuse of position to commit crimes and make profits.

The delegate asked, after this incident, will the Ministry review and see if there are any more Vu "nhom"-style cases, and what solutions are there to avoid Vu "nhom"-style cases in the future?

Responding to delegates, Minister of Public Security To Lam said that, regarding the Vu "aluminum" case, the Ministry has investigated and prosecuted 5 cases, and has brought to trial the first case related to the crime of intentionally revealing state secrets; at the same time, handling police generals and former leaders of the Ministry of Public Security who violated the law.

According to Minister To Lam, this is a big lesson in personnel management and professional management, which was exploited to form a front organization.

"We have reviewed and rectified the situation and will definitely not let such criminal activities take advantage of it again. We are determined not to let an incident similar to Vu "nhom" happen again," the Minister affirmed.

Questioning Minister To Lam, delegate Quach The Tan said: High-tech crimes are increasingly being discovered. Some cases of abuse of power by high-ranking police officers have caused public discontent. Specifically, the recent gambling ring worth thousands of billions of dong (involving Phan Van Vinh and Nguyen Thanh Hoa). The delegate asked the Minister to explain the cause and solutions to overcome this situation?

Responding to the delegate, Minister To Lam said that the Ministry had focused on fighting the online gambling case for a long time. After that, Phu Tho Police discovered a piece of the case and the Ministry of Public Security assigned Phu Tho Police to investigate and found that the case involved officials in the industry.

According to the Minister: “This is a painful lesson”. The reason is that officials do not practice regularly and are tempted by money. On the other hand, not all forces understand the high-tech sector, so there is exploitation for protection. The incident was discovered and strictly handled. We have also taken corrective measures.

The Minister added that after the above case, we also discovered a number of cases using high technology and collecting amounts of up to thousands of billions of VND, especially during the recent World Cup season.

Cheating on exams is not new.

Responding to delegates about the investigation into exam fraud, the Minister of Public Security said that the industry has initiated three cases of abuse of position and power while performing official duties against those responsible for managing candidates' exam papers.

“These are new tricks discovered in 2018, the tricks are very sophisticated. However, cheating on exams is not new and did not only happen in 2018 but may have happened before. We have surveyed some students who passed the university entrance exam with very high scores but did not follow the curriculum during their studies,” said the Minister of Public Security.

To prevent these tricks, it is necessary to continue to coordinate with the Ministry of Education and Training to manage the creation of exam questions, grading, and announcement of scores, etc. so that they become a secret process that cannot be interfered with, especially by modern scientific and technical measures. This is also a huge challenge for law enforcement agencies in the coming time.

Black credit pushes crime up

Regarding black credit crimes, Minister To Lam said that the Ministry identified black credit activities as one of the reasons for the recent increase in crime.

This crime is both a criminal offense, but also a company or group with economic activities, the boundaries are difficult to distinguish.

According to the Minister, the reason why black credit crimes still exist is because there is a lot of idle money among the people, the people's needs are also great, while credit institutions have not met the requirements, leading to the development of black credit.

Most of the ringleaders are big shots, forming gangs to carry out these activities; debt collection, debt collection for hire, and chasing down debtors, leading to death and injury. Many places openly collect debts like robbers, causing public outrage. Many organizations take advantage of and hide behind the guise of businesses to commit crimes.

The police determined that if the criminal ringleader of the illegal lending organization is identified, it is necessary to focus on fighting it. The Ministry of Public Security has also repeatedly made recommendations to the Government and banking agencies to mobilize idle money from the people and solve people's access to capital.
