According to the investigation, on the afternoon of July 16, Lieutenant Colonel Thy was drinking with some friends at a hut in Huong Xua restaurant in Tinh Bien district. The hut next door had a group of gold shop owners Le Van Duoc (43 years old) and Pham Van Quang (34 years old). Two hours later, Mr. Duoc and Quang went to Lieutenant Colonel Thy's hut to invite him for a beer and an argument broke out.
After both of them returned to their table, Quang loudly told everyone that Mr. Thy had previously been beaten to the point of having his head broken in Tri Ton district, and was not afraid but also aggressive.
Hearing that, the Cambodian lieutenant colonel got angry and immediately went home (opposite the pub) to get a K59 gun and 8 bullets and returned to the pub. He asked if the reason he was beaten before was because of Quang, right? Quang answered "yes" and Thy immediately pulled out a gun and shot him in the mouth.
The Cambodian lieutenant fired a second shot at Quang but missed. He fired two more shots in quick succession into the head and shoulder of the gold shop owner, causing him to collapse on the spot.
After committing the crime, Lieutenant Colonel Thy took the gun home, closed the door and turned himself in the next morning. Searching his house, the police seized two military guns, K59 and CZ, 115 bullets of various types and a bird gun.
The two victims were taken to the emergency room, but the gold shop owner died before arriving at the hospital. Mr. Quang was lucky to escape death.
