The project "focusing on building a team of cadres at all levels, especially strategic-level cadres with sufficient capacity, qualities and prestige, equal to the task" will be presented to the 7th Central Conference, 12th tenure, opening on May 7.

Mr. Pham Quang Hung - Head of Department 4, Central Organization Committee said that strategic-level cadres are understood as leaders of Party and State agencies; key leaders of departments, ministries, branches, unions and provincial, municipal Party Committees, and Party Committees directly under the Central Committee. These are people responsible for making decisions and solving strategic issues of the Party, State, and nation, under the management of the Politburo and Secretariat with about 600 people.

"Strategic-level cadres play a particularly important role and have great responsibility for the fate of the Party and the future of the country. Reality shows that in the same conditions and circumstances, the results of implementing political tasks are different due to the cadre team, first of all the leaders," Mr. Hung emphasized.

Staff evaluation linked to task completion results

On the basis of inheriting, supplementing and developing the Party's viewpoints on personnel work, the Project has proposed many new and more comprehensive viewpoints on this field.

Accordingly, along with the title standards under the management of the Central Executive Committee, Politburo, and Secretariat, strategic-level officials must meet additional requirements such as having the aspiration to develop the country, having a long-term vision, and the ability to inspire...

The evaluation of strategic-level cadres will be linked to the results of completing tasks in the field, industry, and locality and compared with equivalent positions; the evaluation for appointment and election must directly survey, meet, and exchange with relevant organizations and individuals and receive feedback and contributions from cadres, party members, and people to understand the cadres.

"The assessment process has also been innovated in the direction of self-assessment, collective and superior assessment, then subordinates and local residents assessment when necessary, meaning 360-degree assessment," said Mr. Hung.

Cadres planned for strategic positions must be comprehensively trained in political theory, professional expertise, leadership and management skills and arts, information technology, and foreign languages ​​according to specialized programs.

These people are also periodically supplemented and updated with new knowledge according to each target group, rotated to hold the position of head in important areas and fields with many difficulties and places that are or will implement new models suitable for the planning position.

The Drafting Committee also proposed that the election and appointment of officials be carried out in a democratic, balanced manner, with fair competition in all positions. Candidates must present an action plan, commit to take responsibility, and the election must be combined with a competitive examination.

During the process of developing the Project, there were suggestions that in order to prepare human resources for the 13th and 14th National Congresses of the Party, the Politburo should establish working groups to conduct surveys, assessments, and interviews to advise on the evaluation of strategic-level personnel with outstanding capacity, achievements, breakthrough thinking, strategic vision, and development prospects.

Some other opinions say that it is necessary to build a Central Executive Committee in the direction of streamlining, improving quality, reducing quantity, and increasing competitiveness; it is not necessary that every field, industry, or locality must have a Central Committee member in charge.

Talented young people are given priority for leadership positions, even beyond their level.

The Project's drafting committee also proposed to develop a national strategy on talent without distinguishing between Party members and non-Party members; clearly defining the concept of criteria for talent as well as the development perspective, selection, training, fostering, use and promotion; mechanisms and policies for talent development, associated with building a team of cadres, especially at the strategic level.

In particular, the Project provides a mechanism for discovering, planning, training, and arranging young cadres with outstanding qualities, abilities, and development prospects into leadership and management positions, including those at higher levels.

"When attracting talent, we care about whether they have the heart, talent, and desire to contribute to the country, then they will be respected. However, each leadership and management position has its own standards and conditions. As the country develops, we will have specific regulations for each stage," said Mr. Pham Quang Hung.

Expanding the scope of the vote of confidence

The project includes the content of supplementing and perfecting the regulations on taking votes of confidence in the Party and those holding positions elected or approved by the National Assembly and People's Councils at all levels in a more practical direction; expanding the composition of the vote to clarify the level of confidence for officials.

In addition, to ensure objective and correct selection of officials, regulations on appraisal, election supervision, appointment and reappointment of officials will also be developed.

"We will develop regulations so that accepting responsibility, resigning, and resigning become a cultural behavior of officials; perfect regulations on dismissal, removal, and dismissal so that the policy of "up and down", "in and out" is normal in personnel work," said Mr. Hung.

Provincial and district secretaries are not local people.

The Drafting Committee of the Project also proposed a series of solutions to build a team of cadres, including consistently arranging for provincial and district Party secretaries who are not local people; encouraging implementation for other positions, especially the position of Chairman of the People's Committee.

The project also identifies controlling power, tightening discipline and order in personnel work and managing the staff as breakthroughs.

The inspection and supervision mechanism will be implemented synchronously in the direction of superiors inspecting and supervising subordinates; internal inspection and supervision, cross-supervision between agencies and organizations; supervision by the people through elected bodies and the role of the media. Party committees and inspection committees at all levels will strengthen inspection of signs of violations by subordinates and promptly handle them.

Organize competitive exams

In order to create an equal environment to attract the maximum potential and intelligence of cadres at all levels, the Project's drafting committee believes that it is necessary to continue to expand the implementation of the pilot policy of recruiting leaders and managers in agencies and organizations of the political system, public service units and state-owned enterprises.

According to Mr. Pham Quang Hung, the Central Committee previously set a target of 30% of cadres appointed through competitive examinations for ministries, branches and selected implementing units, but in the near future it will expand further. Recently, the Central Organizing Committee has organized competitive examinations for all positions of Department Heads, and soon the position of Division Heads.

"For just one position as a department head, we have 5 candidates taking the exam, one of whom is currently the Deputy Director of a local Department and also registered to take the exam," said Mr. Hung.

"Forming a culture of saying no to buying positions and power"

The project is determined to stop negativity and thoroughly combat the practice of seeking positions and power in personnel work. According to Mr. Hung, the act of seeking positions and power will be considered corruption in personnel work in order to clearly identify and fight fiercely and effectively against those who show signs.

"We must raise our sense of responsibility, self-respect and form a culture of saying no to buying positions and power," said Mr. Hung.

To achieve the above goal, the Director of Department 4 of the Central Organizing Committee said that first of all, it is necessary to standardize procedures and regulations on personnel work, strengthen inspection and supervision work, and strictly handle organizations and individuals that commit violations, and revoke wrongful decisions.
