(Baonghean.vn) - Ms. Nguyen Thi Minh Huong - Vice President of the Vietnam Women's Union highly appreciated the implementation of Decree No. 56/2012/ND-CP of the Government on regulations on responsibilities of ministries, branches, and People's Committees at all levels in ensuring that the Vietnam Women's Union at all levels participates in state management in Nghe An.

On the morning of September 7, the Provincial People's Committee coordinated with the Central Presidium of the Vietnam Women's Union to organize a workshop to evaluate the implementation of Decree No. 56/2012/ND-CP of the Government on regulations on responsibilities of ministries, branches, and People's Committees at all levels in ensuring that the Vietnam Women's Union at all levels participates in state management.

Looking back at 10 years of implementing the resolution

In recent years, our Party and State have had many policies and resolutions to increase women's participation in leadership and management positions. Regarding Nghe An, Comrade Bui Dinh Long - Vice Chairman of the Provincial People's Committee affirmed that through the effective implementation of Decree No. 56/2012/ND-CP, positive changes have been made in the awareness of Party committees and authorities at all levels about the role of the Women's Union in all areas of social life.

The People's Committees at all levels have properly assessed the role of the Women's Union in coordinating the implementation and enforcement of the Decree. At the same time, they have integrated gender equality into the development and implementation of socio-economic goals and targets, ensuring that the Women's Union staff participate in state management effectively.

In addition, the Decree has created favorable conditions for women's associations at all levels to propagate, educate and mobilize women to perform local political tasks, organize activities for gender equality and care for and protect the legitimate rights and interests of women and children.

Since then, the position and role of Women's Unions at all levels have been increasingly enhanced, contributing significantly with authorities at all levels to taking care of material and spiritual life, poverty reduction and social security of the locality.

In Nghe An, in the 2021 - 2026 term, the proportion of female cadres who are National Assembly deputies of the 15th term is 4/13 deputies, reaching 30.77%; the proportion of female deputies of the Provincial People's Council is 23/83 deputies, reaching 27.71% (0.21% higher than the 2016 - 2021 term), at the district level is 230/736, reaching 31.25% (2.05% higher than the previous term), and at the commune level is 29.97% (1.77% higher than the previous term).

In addition to the achievements, there are still some limitations related to promoting the role of women in leadership and management positions. In particular, the training and development work associated with planning, arranging and using female cadres has not received due attention at times and in some places, so the rate of female cadres participating in the leadership apparatus of the Party, government, Fatherland Front and mass organizations at the grassroots level is still low.

The implementation of the Coordination Regulations between the People's Committee and the Women's Union in some localities is not strict and has not fully implemented the regulations on periodic working sessions between the People's Committee and the Women's Union.

From that reality, the delegates participating in the workshop discussed and proposed many solutions to continue to effectively implement the Decree in the coming time. At the same time, promote the actual effectiveness of the Women's Union at all levels in participating in the development, amendment and supplementation of mechanisms and policies related to women, children and gender equality. In the development trend of society, it is necessary to create conditions for Women's Unions at all levels to access and participate in the process of building a digital government, digital economy and digital society.

Continue to promote the role of Women's Unions at all levels in participating in state management

In her concluding remarks at the workshop, Vice President of the Vietnam Women's Union - Ms. Nguyen Thi Minh Huong highly appreciated the implementation of Decree No. 56/2012/ND-CP of the Government in Nghe An. Many dedicated and quality opinions at the workshop will be acknowledged by the Central Committee of the Union and mentioned in the Summary Report of 10 years of implementation nationwide.

It can be said that, after 10 years of implementing the Decree, the leaders of the People's Committees at all levels and the departments and branches of Nghe An have paid attention and created maximum conditions to promote the role and position of the Women's Union in participating in state management. Many regimes and policies have been adjusted and supplemented, contributing to affirming the value of women in the face of new practical requirements; at the same time, creating opportunities for the Women's Union at all levels to participate in state management in various fields, making important contributions to the overall development of the locality.

In the coming time, Ms. Nguyen Thi Minh Huong hopes that the People's Committees at all levels and departments and branches in Nghe An will continue to effectively implement and ensure policies related to the Women's Union; pay attention to and create favorable conditions in terms of facilities and funding to support the Women's Unions at all levels to better perform their functions and tasks and participate in social supervision and criticism, and participate in State management according to regulations.

For the Women's Union at all levels, it is necessary to more clearly affirm its responsibility in coordinating the organization and implementation of tasks according to the Decree. The Union's activities need to be linked to the programs and political tasks, and the socio-economic development of the locality; proactively research, propose, and recommend solutions and policies related to the legitimate and legal rights and interests of women and children, and solutions that contribute to promoting socio-economic development, national defense, security, and building a comprehensive local political system.
