Along with two major contents, the second conference of the 12th Party Central Committee will focus on reviewing and discussing the 5-year socio-economic development plan for 2016-2020.

In his opening speech at the Conference on the morning of March 10, General Secretary Nguyen Phu Trong stated that the 12th National Party Congress approved the Report on the assessment of the results of the implementation of the socio-economic development tasks for the 5 years 2011-2015 and the socio-economic development orientation for the 5 years 2016-2020. The Report on the 5-year socio-economic development plan, the 2016-2020 medium-term financial plan and the 2016-2020 public investment plan submitted to the Central Committee at this Conference is to institutionalize and concretize the Resolution of the 12th National Party Congress, ensuring the successful implementation of the key tasks of the 12th tenure.

According to General Secretary Nguyen Phu Trong, the important new point of this Conference is that when considering and giving directions on the development of the 5-year socio-economic development plan, we will simultaneously develop a medium-term financial plan and a medium-term public investment plan to further innovate planning work in line with the market mechanism, ensuring balance of budget revenue and expenditure, and plans for borrowing and repaying public debt for the entire term; at the same time, promptly overcome the situation of public investment being spread out, behind schedule, losing, wasting, and ineffective, which has caused pain in society for many years.

General Secretary Nguyen Phu Trong requested that Central Committee members, based on the Congress Resolution and the actual situation of the country, carefully study and discuss the issues raised in the Submission and reports, especially the issues that the Government Party Committee requested the Central Committee's opinions on. Pay attention to updating the world and domestic situation, detecting newly arising issues to promptly make appropriate adjustments.

At the same time, focus on innovative contents, issues related to viewpoints, guiding ideology, goals, targets, main tasks, major balances and breakthroughs, mechanisms, policies, and measures to improve the feasibility of the Socio-Economic Development Plan in general and the Public Investment Plan associated with the Medium-term Public Finance Plan in particular.
